INSETA SDP SESSION MONITORING AND PLANNING FOR VERIFICATIONS APRIL 2016

2 MONITORING: PURPOSE AND OBJECTIVES Skills Development Providers are subject to monitoring at the discretion of the INSETA ETQA, in order to promote learning delivery quality on programmes funded and/or quality-assured by INSETA.

3 MONITORING: PURPOSE AND OBJECTIVES PUT SIMPLY: Monitoring confirms that the Skills Development Provider maintains the capacity and appropriate level of resourcing to perform the functions against which accreditation was awarded. In cases where there are learning quality discrepancies or concerns are noted during monitoring, the Skills Development Provider’s Primary ETQA and the INSETA Employer who contracted the Skills Development Provider in question will be notified.

FOCUS OF MONITORING The focus of the monitoring will be most importantly on, but not limited to: Quality Management System - implementation Registration as a legal entity Capacity to manage business growth cycles Delivery of learning Management of Assessment and Moderation processes Learning materials and assessment instruments Learner experience and level of support Employer experience and service delivery Integration of theoretical and workplace learning 5

OUTCOME OF MONITORING Through the act of monitoring, the report can recommend: Re-accreditation of the Skills Development Provider; Extension of MoU programme approval; Suspension of accreditation or withdrawal of programme approval; Voluntary de-accreditation of the Skills Development Provider; INSETA ETQA instituted de-accreditation of the Skills Development Provider; Process of quality improvement, within a specified period of time. 6

ONGOING MONITORING Self evaluation report within 2 years of accreditation and re- accreditation Investigative monitoring will be conducted where triggered by the complaints from learners/employers Site visits from INSETA Verifiers/ Monitors – at least once in the 5 year cycle Monitoring triggered by verification findings 7

When to apply for verification At end of each learning programme Verification to be conducted within 3 months of final summative assessment INSETA will impose a verification where not requested Convert verification to monitoring if response is not received Note: INSETA will no longer conduct a 6 month progress verification on learnerships effective from 2016 enrolments Skills Development Providers will be required to submit an interim project report on a template provided by ETQA division, accompanied by copies of the employer report and termination reports submitted to Learnerships division. Provider to advise ETQA Manager if any challenges are experienced at any stage during the learnership. 10

Common barriers to conducting and concluding verifications successfully Recent verification challenges:  Incorrect NLRD Upload Forms  Verification Request incorrectly completed and/or information left out  Absence of Learner Lists (which must correspond exactly with learners enrolled per cohort)  Absence of logbooks for learnerships  Late submission of verification documents –does not allow time for Verifier to prepare for visit  Adminisitation of learner records needs improvement  Use of Assessors/ Moderators who do not have scope for qualification assessed……….. 11

VERIFICATION PLANNING FOR 2016  INSETA requires the following from you by end April 2016:  Register of enrolments – updated as cohorts added  Registration of part qualifications (skills programmes) prior to commencement – follow Kate’s guidelines  Learnership roll out schedules/ timetables  List of Assessors and Moderators contracted for each programmme - check currency of scope until end of delivery  Year planner 2016 – updated on a quarterly basis Dates planned for 2016 for all assessment, moderation and verification activities Dates when enrolment of learners on qualifications and skills programmes will be completed Dates for planned completion of uploads post successful verification (maximum of 3 weeks after verification)

VERIFICATION PLANNING FOR 2016  Requirements for a verification to be conducted:  Proof of enrolment of learners on Indicium  Proof of registration of skills programme/s  Close out reports for learnerships and copies of termination reports  Submission of verification documents 2 weeks before date of verification Verification request, Assessor and Moderation Report NLRD List and Concessions NLRD Form – Assessor initials each learner’s total credits achieved and signs last page Learner list – with learner formative and summative competence status per unit standard, incl. remedial attempts VERIFICATIONS WILL NOT BE CONDUCTED IN THE ABSENCE OF THE ABOVE. LEARNERS NOT ENROLLED/ INCORRECTLY ENROLLED CANNOT BE VERIFIED

POST VERIFICATION ACTIVITIES  Post verification activities:  Obtain copy of signed NLRD Upload Form upon completion of verification visit before verifier leaves  Start with uploads  Completion of uploads within 3 weeks of verification  Follow up on short term recommendations and send proof of actions taken  Plan for implementation of long term recommendation and submit proof as soon as concluded 14

VERIFICATION PLANNING FOR 2016 Envisaged timelines related to verifications:  Response to verification request within 3 working days of submission and confirmation of verification booking within 5 days of submission of request  Post verification:  Verifier submits report to INSETA within 7 days of conducting verification  QA and quality checks on verification data before ETQA Manager approval  Signed report and NLRD lists scanned and sent to Skills Development Provider within 21 days after verification  Verification file handed over to certification specialist

VERIFICATIONS 2016 FOCUS AREAS  Quality improvement and developmental focus  Reducing barriers to certification  Improving the time between programme completion and certification  Thorough planning through partnering with providers to ensure proactive problem solving and adequate resourcing  Enhancing compliance with achieving learnership targets  Fewer last minute / “super urgent” requests  Ensuring consistency in practice  Reducing stakeholder(employer) dissatisfaction at poor/ non- compliant service delivery  Early detection of risks and triggers for in-depth monitoring
