4 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop Quality Management Initiative In December 2002 there was a GTZ/NORAD sponsored workshop for some Vice Chancellors in Lilongwe, Malawi. The following proposals were made: That a Task Force be nominated to initiate the Quality Management development The task force was to act as a steering committee by providing a platform and setting up a mechanism for the development of a QM programme or system in pilot institutions

5 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop Quality Management Initiative That a Working Paper on the Quality Management Initiative be prepared for the Association of African Universities (AAU) Mauritius Conference for presentation to the Vice Chancellors and Rectors of the SADC Institutions of Higher learning by the Vice Chancellor of the University of Malawi That a workshop be organized in Johannesburg, South Africa, at the end of 2003, for SADC Universities and selected stakeholders on the Quality Management Initiative

8 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop Observations That among the SADC countries, only Lesotho, South Africa and Namibia had quality management structures in place That Botswana had started developing a QM structure That the formation of a SADC Qualification Framework could assist the region to solve the problems of comparability of qualifications

12 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop Vision The existence of high quality institutions of higher education accessible by all, effectively networking and able to contribute significantly towards national and regional programmes on improvement of human development, sustainable economic growth, poverty reduction, social justice and political stability in SADC.

13 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop Mission HEQMISA is the facilitator of change in the transformation of institutions of higher education in SADC region, in line with the Millennium Development Goals and the SADC Protocol of Higher Education. HEQMISA aims to facilitate the enhancement of the capacity of higher education institutions to develop, manage and deliver high quality and innovative curricula, programmes and other activities. HEQMISA, in a participatory manner, facilitates the process of regional networking and cooperation, the development and implementation of appropriate Quality Management Systems and in the sharing of knowledge, information and experiences.

14 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop Components of Quality Management A clearly articulated quality assurance policy, including mission statement, objectives and a commitment to standards in a recorded statement A clearly understood and effective structure of responsibility and authority to achieve the policy objectives All staff, from the cleaner/messenger to the vice chancellor, must be involved Staff training and development should be broadened

15 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop Components of Quality Management Quality control procedures or verification procedures for all identified programmes, research protocols and services should be in place Stakeholders ’ needs should be accommodated in order to satisfy their requirements/expectations

16 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop Consultation with the SADC Secretariat 2004 The Executive Secretary to SADC granted Task Force representatives an appointment at the SADC Offices in Gaborone, Botswana at the end of July 2004 At that meeting the Executive Secretary encouraged the members to continue their activities given that they fall within the SADC Protocol on Education and Training

17 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop DAAD, GTZ and HRK Conference on HE and MDG 2004 Representatives of the Task Force presented the activities of HEQMISA to the Association of German Universities, private enterprises as well as German Government Development Agents in Berlin on 3 rd to 4 th November 2004

18 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop Birchwood Training for Trainers 2005 A QM training workshop was conducted at Birchwood from February HEQMISA has a nucleus of people that can be called upon to assist in the further development of Quality Management in Institutions of Higher Education

19 30 March-1 April 2005 FORUM Strategic Planning and Stakeholders Workshop Cape Town 11 th AAU Vice Chancellors General Conference February 2005 The Vice Chancellors that attended the 11 th AAU Vice Chancellors General Conference in Cape Town endorsed the activities of the Initiative The Vice Chancellors recommended that the Initiative becomes one of the contributors towards the formation of an African Universities Quality Management Network to be known as “ AQUAnet ” and hosted on the AAU website in Accra Ghana.
