Sections and of the JBNQA. Canada and Québec Governments are to take all reasonable measures to establish Cree priority with respect to employment and contracts created for projects initiated or conducted by Canada or Quebec or their agencies in Eeyou Istchee. Any proponent whose major purpose is to provide Goods or Services to or for the benefit of Cree communities is expected to take all reasonable measures to establish priority to available and duly qualified local persons or entrepreneurs in respect to employment and contracts.
