3 EMIS SWOT Analysis STRENGTHS - EMIS Center has been set up in Planning Department in 1996 through UNESCO/ UNDP Capacity Building Project - EMIS facilities have been equipped and staff got trained - Conduct Annual school data collection, organize and analysis data - Widely dissemination of Statistics and Indicators yearbook, pamphlet and wall sheet to all concerned users - Statistics yearbook has been sent to schools, Districts, Provinces as a feedback/ schools records for encouraging their participations - Central EMIS staff Provide training to Provincial EMIS - EMIS at Provincial level is setting up (11/24 Pro.) - Piloting NFE-MIS (Data collection in some Provinces) OPPORTUNITIES - External Support: UNICEF/Sida support after UNESCO/ UNDP project ended - Attend oversea workshops/ trainings - Conduct/ attend in country training - Line Ministries coordination - Consultative Meeting with donors & NGOs - Participation of school principals in data collection process - EMIS data to be used in situation analysis - ESP and EFA based on Education Statistic and indicator (EMIS) WEAKNESSES - Lack of reparation and maintenance system for Infrastructure/ equipments - Limited human resources and low absorption capacity - Time constraints for data flow (data collection and the return of school forms) - Lack of EMIS focal point at different levels - No EMIS networking with other countries THREATS - Limited manpower in the country - Government and donor budget constraints - Geographical location of schools - Poor communication (telephone lines at district, school levels and roads access) - Limited ICT development in the country

4 Country Needs 1. Training/ Workshop to build up capacity of the staff: a. Central level needs: ⇨ Diagnosis system performance and capacity building plan, ⇨ Micro- planning Techniques and Geographical Information System (GIS), ⇨ Population Projection model ⇨ Data analysis for policy formulation, monitoring and assessment ⇨ Publication and Information services design and management ⇨ ICT Skill b. Decentralized level needs: ⇨ School records management ⇨ Data collection and processing 2. Exchange Program ⇨ Exchanged experiences in the region and developed countries. ⇨ Exchanged experiences among provinces 3. Infrastructure: ⇨ Computer room and appropriate database software ⇨ Facility such as Computer, Printer, Network, Photocopier… ⇨ EMIS networking and relationship with experienced countries in the region and among the Provinces ⇨ Repair and maintenance 4. Technical Assistance: ⇨ Short time and long time TA from Asian country ⇨ Need supports from UNESCO 5. Budget Support from Government and other stakeholders

5 Strategic Actions 1. Capacity Building by using Cascade Model a. Training Of Trainers b. Trainers train staff at central and decentralized level c. Ensure sustainability of the works d. Establish Network in and outside the country 2. Provide sufficient infrastructures/ equipments a. Identify the needs in each level in term of infrastructures/ equipments b. Supply according to the needs c. Ensure repair and maintenance system 3. Set up partnership between countries to closely working together a. Ask UNESCO to facilitate in making relation with countries in the region to establish partnership b. Learning by doing with selected countries 4. Request for TA a. UNESCO to provide short and long term TA b. Ensure the absorption capacity of national staff to work with TA 5. Coordinate and negotiate with donors to get more funding supports a. Consult with donor/ NGOs and Private provider to get supports b. Mobilize resources from all sources c. Ensure accountability and transparency in using resources

6 Conclusion Capacity Building is needed for Cambodia (training/ workshop, infrastructure, networking, budget support, Technical assistance…) In this stage, Cambodia is behind the other countries in term of human resources and ICT skills. So, Cambodia like to be a learner, but not a resource person for the regional workshops Nomination of provisional country PME team and CB coordinator: To be confirmed
