California Assessment of Student Performance and Progress (CAASPP) Update

Next Generation Science Standards (NGSS)

California Next Generation Science Standards Summative Assessments  The SBE approved the recommendation to request approval of a federal waiver to not double test or report individual scores for the new CA Next Generation Science Standards (CA NGSS) summative assessments while conducting pilot and field testing of the CA NGSS general and alternate assessments. The letter will be submitted by State Superintendent of Public Instruction Tom Torlakson and State Board of Education President Michael Kirst requesting a two-year waiver beginning with the school year  CDE will establish a process for identifying which students in grades 10, 11 & 12 will take the assessment to ensure a representative sample from each grade level  CDE is looking for Science educators to write and/or review items for the NGSS assessment. California Alternate Assessment (CAA)

CAA  The CDE is looking for members for the Standards Setting Panel for the CAA that will take place this August. The standard-setting workshop will be held over a two week period in Sacramento, California. The first week, August 16–19, 2016, will focus on ELA; the second week, August 22–25, will focus on mathematics. Expenses for workshop attendance, such as travel and lodging, will be covered by ETS. Apply at  Make sure that students are being administered both portions of the assessment (ELA and mathematics). You MUST administer both parts – it may be that the student doesn’t respond and the administrator stops the test but that must happen in both parts for the student to count as participating in the assessment  The SBE in May approved the Performance Level Descriptors (PLDs) for the CAA (content and grade specific)  The SBE also approved the new Student Score Report for the CAA at their May meeting. The exact words may change, but the format and information is solid. The score reports will not be available until October because they must wait until after the standard setting takes place  The testing window runs through June 17. All testing must take place during the window; LEAs are not required to notify the CDE or ETS of the testing schedule  CAA Training Tests are available on There is one training test for ELA and one for mathematics. The training tests are not grade-specific. The training test does allow students to practice with the test interface and the tools available, similar to the Smarter Balanced training testswww.caaspp.org 6

Smarter Balanced Assessment

 June 7, 2016: CAASPP Post-Test Workshop at University of California, Riverside (Extension Center)  New CAASPP Results Reports (  CAASPP reporting website will include Smarter Balanced & CAA and a link to CST/CMA/CAPA-Science results  Allows for the comparison of data from up to three entities, including the state and counties  “Change over Time” reports will be available in graph and table form by grade level and student group at the school and district levels. For instance, selecting 4 th grade will display 2016 results for 4 th grade and the 2015 results for 3 rd grade  CDE anticipates displaying 3 years of data after the summative administration Summative Assessment

Informational Sheets: Understanding Your Student Score Report 18

 Reminder to use the “Standardized” function when administering Interim Assessments for viewing after the annual purging of data  Scores from all non-standardized administrations of Interim Assessments will be purged mid-summer LEAs can import data into the district’s SIS  11 new Math IABs and 18 new ELA IABs will be available fall The blueprints for the new IABs will be released soon. ETS anticipates a ‘downtime’ in August to make these adjustments  CDE is working with ETS to change the location of the Interim Assessments so as to limit confusion with launching a summative assessment Interim Assessment

 CDE is asking RAN members and LEAs throughout the state to let CDE know if there is a particular resource in the Digital Library that they have been using successfully – notify Jessica Valdez at by June 3, CDE will be highlighting these resources in upcoming editions of the CAASPP weekly updates or CAASPP FLASH updates.  Over 40 California State Network of Educators will be meeting in mid- June to help CDE continue expanding the Professional Learning Series. This group of educators will also start to develop “playlists” of Instructional Resources where Digital Library resources are linked to IABs. The CDE plans to post those collections of resources on the CDE Web site.  CDE has released two videos highlighting an SNE member via their Formative Assessment in Action video series. The Formative Assessment in Action video series can be viewed on the CDE Formative Assessment in Action Web page. Three other videos have been shot and will be posted throughout the summer. English Language Proficiency Assessments for California (ELPAC)

 ELPAC regulations were taken to the SBE in May These regulations include a process that LEAs can follow to correct identification errors based on the initial assessment. The summative assessment window will be changed from fall to spring – February 1 – May 31. The regulations also outline any potential accessibility tools that students could use on the ELPAC. The regulations are currently out for public comment.  ELPAC Range Finding and Standard Setting: Apply at Meetings begin in October  ELPAC “Summative” (annual) Field Test is scheduled in spring 20107, from March 6 to March 14, 2017  ELPAC “Initial” Field Test is scheduled for late summer/early fall 2017  Field Test is a sampling of volunteer LEAs by invitation only. Selected schools will be notified in September, 2016  LEAs that participate in the Summative Field Test will be requested to participate in the Initial Field Test also  ELPAC Test Examiners must attend a mandatory training in February 2017 ELPAC

Future High School Exit Exam

 The CDE has completed their work convening advisory committees and regional meetings to gather input about the future of the High School Exit Exam. A survey was also launched in English and Spanish to gather additional information from other stakeholder groups. The CDE has also contracted with UC Davis to analyze and evaluate CAHSEE data, as well as the potential use of other statewide assessments for the purpose of a high school exit examination requirement. All reports should be submitted to the CDE by the end of June. The SPI’s recommendation on the future of a high school exit examination will be presented at the September SBE meeting and at the same time to the Legislature for their consideration. California Longitudinal Pupil Achievement Data System (CALPADS)

 CALPADS administrators received a Memo regarding how attendance will be collected to address potential LCAP & ESSA requirements  “Military Families” is a new federal reporting student group. Definition of the term and FAQs are posted on the CALPADS website. This identification will be collected as “Program Data.” Best practice would be to review this ‘participation data’ on an annual basis  New College & Career Readiness Indicator may include information on whether a student graduates with a Seal of Biliteracy and/or Golden State Seal. LEAs will be able to upload this information into CALPADS in , probably in April 2017  “Misassignments” of certificated staff, currently collected by County Office of Education staff through Williams’’ Settlement reviews, may be information CALPADS will collect in the future  Reminder: Courses ‘without educational content’ must be identified with specific course codes  CTE courses will be mapped by Pathway with specific codes  Foster Youth assessment data will be posted on DataQuest in June CALPADS

Accountability Update

 Top priority is for the state and federal systems to be in alignment  ESSA Required Indicators are:  1. Assessment Results (CAASPP);  2. Cohort Graduation Rates;  3. EL Proficiency Rate;  4. One additional academic indicator (could be ‘growth’ for K-8 and College/Career Indicator for HS);  5. School Climate (might be suspension and then move to chronic absenteeism when data becomes available)  Focus on Continuous Improvement – performance, equity & improvement  Technical Design Group (TDG) is running simulations on various data points to provide to the SBE on how LEAs and schools might perform on the various potential indicators  The ESSA state plan will reflect the work CA has been doing with LCAP Accountability Update

 Anticipate 5 sets of regulations from the Feds to address ESSA implementation:  1. Assessment;  2. Supplement not supplant;  3. Accountability;  4. Innovation Assessment Pilots;  5. Submission of State Plans  ED is working on a template for submission of state plans. Template may be available in June/July  CDE plans to conduct four regional ESSA Transition Plan meetings during the summer to collect input from stakeholders across the state  ESSA Webinars will be posted on the CDE website  ESSA listserve – Accountability Update (continued)
