Where do we go from Here? Problems, challenges and opportunities 1.International Community’s Responsibility 2.Present Security Issues 3.Education Sector Reform

What can the international community do? Much! Both in Libya and outside. What role should the Libyan expats play in this regard? Healthy sized group in the US, Europe and the Gulf States Significant number of educated and experienced Libyans overseas Can they and are they able to offer assistance? what form could this be?

Current State in Libya, indicators: 1- No of publications in referred journals 2- No of patents 3- Teaching loads are at a high level, ratios? 4- Research funding almost non-existent. 5- Arab populations remain dependent on study abroad for their postgraduate education.

How can International Community Help? 1- Training programs to help Libyan academics grant applications; project management, supervision, writing Journal papers, the use of pump priming etc. 2- The right balance of academic duties: Balance between, teaching, research and admin 3- Schemes Shadowing best lecturers Introduce feedback, e.g. Questionnaires Delivery of quality education: quality assurance

The Makings of an Effective Strategy 1- Agile polices have high impact on the ground 2- Incentives Staff to conduct effective high quality research 3- Libya HE Ministry’s responsibilities: polices with vision. The recent scholarship numbers!! 4- Establishing and maintain technical colleges A question on the retraining of existing Libyan academic staff. We need to have a policy.

The Makings of an Effective Strategy 1- Libya needs a STEM Plus Program 2- Not sufficient to focus on STEM only
