Government’s Commoditization of A/E staff and services: Government's staff augmentation with body shop, low bid workforce Contract transitioning form A/E to IT-based body shops and disadvantaged businesses with no engineering or geospatial expertise forcing the transition of A/E personnel to other non-A/E companies Reduced scoping of A/E services to data collection (e.g., raw data) as the government produces final products in-house.
