Clarifying our roles NTC Drive national transport reform Develop policy, regulatory and operational reform for Australia’s road, rail and intermodal transport system Maintain and update HVNL and RSNL Evaluate implementation of reforms NHVR Administer the HVNL Monitor, investigate and enforce compliance of HVNL Provide advice to NTC on ways to improve HV legislation and regulations

Operational Policy - Heavy Vehicle Sector NHVR will increase its focus on operational policy. continue to administer the HVNL and regulations propose routine amendments to regulations update and streamline processes and operational policy instruments and guidance documents (e.g. permits, national notices, work diaries, inspection manuals, guidelines for granting access, PBS and NHVAS).

Strategic Policy – Heavy Vehicle Sector NTC will increase its focus on strategic policy issues: Continue to implement national reform related amendments to heavy vehicle policy and legislation. Continue to amend model laws in Australia (e.g. DG Code, AVSRs and ARRs). Continue to oversee Heavy Vehicle Charges and related processes. Increased focus on reforms focussed on productivity and technology based innovation
