What is Art? to adorn, to beautify, to express, to illustrate, to mediate, to persuade, to record, to redefine reality, and to redefine art. ?

What is Art? What makes something a work of Art?  What constitutes good art?  How is good art recognised and decided upon?  Who decides what is Art?
