AEBG & Preliminary Allocations Revised AEBG Preliminary Allocations are now available. Please note the following: 1.Based on member amounts from Based on the State approved regional need share/formula 3.Does not include/reflect any recaptured funds due to ineffectiveness/member changes 4.Obtain local approval now as these numbers will not change. 5.Be ready to spent in the fall when funds will be apportioned (Aug.)

Consortium Fiscal Administration Declaration (CFAD) Due 5/2/16 ●First of several annual reports required by AEBG, the CFAD is a report of consortium administrative information, fiscal, and governance policies. ●Currently, there are four sections: ○1.1 Consortium Information: General updates to consortium information for internal reference and public website ○1.2 Consortium Membership: Governance policies regarding membership; confirmation of member entities and member contacts ○1.3 Fiscal Management: Governance policies regarding use and reporting of funds, fiscal administration, and allocation schedule ○1.4 Other Rules and Procedures: Additional contextual information regarding previous sections ●The reporting template may be found here: pdf pdf ●Guidance Document : Regulations#cfadhttp://aebg.cccco.edu/For-AEBG-Grantees/Guidance- Regulations#cfad

Fiscal Agent ●Discussed at the hearings. ●Legislature wanted to know why funding is not “hitting the streets.” ●State is stressing the pass through model for fiscal agents to use for funding release. ●Reimbursable Contract for Services has slowed down the process. ●State will share samples of MOUs that speed up the funding process. ●Review FAQs – No “official” letter will be sent out.

Administrative Charges vs. Indirect Charges ●5% Admin. vs. Approved Indirect = Two different things not to be confused. $25M Data and Accountability ●Rolling out by June 30, 2016 to fiscal agents and direct funded consortia. ●Will use the AEBG regional allocation formula to disburse. ●Can be used to assist with the following (might add more): ○Annual Plan Reporting ○Student Data Reporting ○Generating Student Outcomes ○Developing common assessment, intake, referrals, case management, etc. ○Member/partner integration ●Will be tracked in the current online system under its own grant code. ●Begins the building of a strong data and accountability foundation. ●Will connect to new State system in the near future ●Aligns with WIOA and their performance outcomes ●Student Data Instructions, Guidance, and Tables will be out soon!

AEBG Web Portal Access To obtain access the AEBG Web Portal: 1.Navigate to Click Sign Up 3.Fill-out the Sign Up form and hit Submit 4.Approved users will receive an confirming access within ~24hrs. Only authorized consortium representatives may access the AEBG Web Portal. 5.Return to the login page and enter your credentials. Be sure to refresh the page before attempting to login. Amendments to plan ●Can be accessed through the same system as the CFAD. ●You may upload amended pages or documents to existing AEBG plans & templates to reflect activities, changes, and updates. ●Deadline for amendments is May 15, 2016.

Annual Plan Template & Governance ●Template & Instructions have been posted. ●Very similar to the Annual Plan template. ●Information from the CFAD will autofill on the Annual Plan. ●Some information from your Year 1 (15-16) Annual Plan will be rolled into the template for ●Due July 15, 2016.

CLASP Implementation Study ●The Center for Law and Social Policy (CLASP) is doing an AEBG Implementation Study. ●The purpose of the study, which will include consortia and state level partners, is to get a clearer sense of the system change impacts resulting from this effort to redesign adult education in California. ●The week of April 18, this survey will go out to the 640+ people on the AEBG contact list and should take minutes to complete. ●Your contribution will help bring practitioners' views into the mix.
