Ulu Masen REDD Project Government of Aceh with technical support from Fauna & Flora International

Aceh’s Forest  3,25 M ha  415 M Ton C  Leuser Ecosystem (2.5 M ha3)  Ulu Masen Ecosystem (750,000 ha)

Ulu Masen Ekosystem Forest Cover

Ulu Masen ecosystem Lowland forests have the highest biodiversity and are most threatened Alpin and montane forests are less threatened, These areas have a high level of endemism but low species diversity Lowland forest <500m Hill forest 500 – 1000m Lower montane forest: 1000 – 1500m Montane forest: 1500 – 2000m Alpine: 2500m

Current Status REDD concept developed in early 2007 by Government of Aceh and Carbon Conservation with technoial assitance from Fauna & Flora International (FFI) FFI support for the Government of Aceh is focussing on REDD capacity building, forest carbon accounting, participatory landuse planning, and community engagement 1 st REDD project to achieve CCBA certification (2007) Facilitated Government of Aceh to sign an Emission Reduction Purchase Agreement (with Bank of America Merrill Lynch) for potential carbon credits generated Interim sub-national approach within emerging national norms and standards Intiated FPIC process with intial consultation with 61 mukim leaders 3 of 8

Local Community Engagement Initial Ulu Masen stakeholder consultation meeting (2007) prior to CCBA audit Mukim strengthening process for localized forest governance (Seurikat Mukim, MUSREMBANGKIM) since 2007 Estblished and trained community ranger units (60 community rangers) since 2009 in 4 districts (community members elected by the community including ex- combatants, illegal loggers and poachers) Training and development for alternative livelihood options (2006-ongoing) Supported participatory landuse planning for Ulu Masen Mukim areas (17 Mukim areas) Training of GoA REDD task force, especially community working group (FPIC & community engagement) Development and distribution of basic REDD awareness and education materials Jan ongoing) Established Ulu Masen REDD sms hotline ( ) in April 2010 Supported REDD taskforce to carry out REDD awareness and REDD consultation with all 61 forest edge mukim leaders (in 5 Ulu Masen kabupaten) 4 of 8

Carbon Stock Measurements Status Desktop study of carbon stock based upon IPCC default values Estimation of project scenarios based upon project activities Review underway of project design methodology CCBA certification complete Training for forestry department and relevant agencies in carbon stock monitoring Conducting field inventories to inform carbon stock model Baseline deforestation & degradation assessments Develop project scenarios based upon predicted outcomes of interventions 5 of 8

Next steps Ongoing REDD consultation and engagement process REDD public media awareness campaign Design mechanisms for improving tenure security for forest edge communities Design mechanisms for fair, equitable and transparent for REDD incentive payments 5 of 8
