Presenter’s Name June 17, 2003 Where did the idea for the Standard Treatment Originate? The Administration is committed to enabling the Federal Government to do everything within its power to support increased telecommunications/broadband deployment, adoption, and expanded use, especially within rural and underserved communities In June 2012, Executive Order (E.O) 13616, Accelerating Broadband Infrastructure Deployment,established the Broadband Deployment on Federal Property Working Group in order to expedite processes and implement efficiencies with the goal of increasing the deployment of broadband infrastructure on federal propertyExecutive Order (E.O)  The E.O Working Group has focused efforts on: −Facilitating use of consistent broadband procedures, requirements, and policies that can be used by all federal agencies engaged in broadband deployment −Improving efficiency by promoting the use of uniform contracts, applications, and land use permits −Supporting the President's "Dig Once" initiative, which encourages federal broadband deployment in conjunction with federally-assisted highway construction projects The Standard Treatment was developed by members of this Working Group Working Group Internal Use Only 6

(continued) In March 2015, the President signed a Presidential Memorandum, “Expanding Broadband Deployment and Adoption by Addressing Regulatory Barriers and Encouraging Investment and Training”Presidential Memorandum This memo created the Broadband Opportunity Council (BOC) and tasked it to produce specific recommendations to increase broadband deployment, competition and adoption through executive actions within the scope of existing agency programs, missions and budgets Federal departments and agencies involved with both the E.O Working Group and the BOC are committed to the furtherance of telecom/broadband efficiencies beyond January 2017 Focused effort from Federal Departments and Agencies since Spring 2016 has resulted in the proposal and development of the Draft Standard Treatment Working Group Internal Use Only 7

Proposed and developed by federal departments and agencies in accordance with Section 106 of the National Historic Preservation Act (54 U.S.C. §§ et seq.) (NHPA) and its implementing regulations, “Protection of Historic Properties” (36 CFR Part 800). The goal of the Standard Treatment is to assist federal land managing agencies and federal property managing agencies in the deployment of telecommunications infrastructure Establishes best practices for a set of common telecommunications infrastructure activities, such as collocation on existing wireless towers, burying telecommunications cable in existing road rights-of- way, and installing aerial telecommunications cable, activities that would typically not result in adverse effects on historical properties Working Group Internal Use Only 11
