 Design, construction, and construction/program management services and firms need to be prequalified.  Firms must be prequalified prior to bidding or providing submittals for selection.  Subcontractors, suppliers and non-prequalified consultants must be registered with CDB prior to commencement of work or services. 5/1/20164 Prequalification

 CDB Website will contain a list of all vendors (prequalified or registered) that will contain data regarding contact information, type of work or service provided, and the location of the vendor.  Searchable under any category such as name, CDB I.D. number, work trade or county location.  Provides prime contractors with available subcontractors and contact information.  Accessible on the CDB website in February /1/20165 CDB Vendor List

 Legislation to assist all sub-contractors and small businesses in Illinois seeking to do business with the State  Senate Bill 1344 The law states that business owners who submit bids or proposals for State contracts under the Business Enterprise for Minorities, Females, and Persons with Disabilities Act have 10 days to cure deficiencies in their bids or proposals unless such opportunity is mandated by federal law or regulation.  MBE/FBE Goals of 15% on Design Contracts  VBE Goals of 3% on Design Contracts  Multi‐Trade Construction Projects totaling $1 Million or more  CDB will also, apply credit towards their MBE/FBE goals when a Business Enterprise Program (BEP) certified minority or female‐owned insurer/broker is utilized by a prime contractor, architectural or engineering firm. 5/1/20167 FEP in Design

 State agencies and Universities are encouraged to spend at least 3% of their procurement budgets with certified Veteran-owned and Service- Disabled Veteran owned businesses.  Who qualifies? Illinois businesses with annual gross sales under $75 million that are 51% owned by qualified veterans or service-disabled veterans living in Illinois. 5/1/20168 Veteran Business Program (VBP)

 A/E’s must be Pre-Qualified with CDB  Open Solicitation QBS  CDB advertises project on PSB  A/E’s submit 255 forms 5/1/ Selecting an A/E

QBS Process 5/1/  Firms must submit statements of qualifications (SF 255)  Firms must submit a 255 for each project for which they wish to be considered  Selection Committee is established to evaluate and select 3 firms in order of preference.  An employee of the FEP unit sits on each selection committee.  Fees or cost proposals cannot be considered

 Evaluation takes into account: past performance ability experience location workload MBE/FBE inclusion and other QBS requirements.  Prescreening conducted by 3 rotating members of CDB to provide initial score of all firms to be considered  Selection committee established = 4CDB members & Using Agency  CDB may conduct discussions with and require public presentations by firms deemed to be most qualified regarding their qualifications, approach, and ability.  For projects over $5 Million interviews are conducted. 5/1/ Evaluation Procedure

 Selection Committee selects 3 firms, in rank order, deemed to be most qualified.  The committee recommendations are evaluated and acted upon at the following monthly Board Meeting.  Director’s Selection: Small Contracts and Emergency Services 5/1/ Selection Procedure
