1 Afghanistan- Vision Long term vision Encourage additional Government budget allocation to increase safe drinking water from 2% in 2013 to a minimum of 5% by Achieve universal access to sanitation and eliminate open defecation nationwide by Focus for Enhance coordination with sector ministries and attract political commitments for greater financial support to the sector with specific budget lines for WASH. - Using newly established MIS/GIS system to prioritize un-served population and vulnerable groups. - Finalize O&M strategy and M&E framework to ensure sustainability of WASH services. Sanitation: Good progress 28.5% use improved toilets 17.7% practice O.D. Inequalities: poorest households are 36 times more likely to practice O.D. than richest Water: 45.5% have access to improved water, but off-target for MDG

2 Challenges Key bottlenecks Security and access to the most deprived villages. Low capacity of both the government and private sector at subnational level. Poor waste management practices and inadequate sanitation and sewage systems in urban areas. - Diverse natural disasters and continuous droughts. - inadequate funding especially for sanitation. - weak political commitmen.t Poor coordination among the sector ministries. 3 Progress on 2012 commitments Key achievement areas The sector MIS/GIS system and M&E framework is in place. Afghan CLTS context and hygiene promotion has given promising results; is now rolled out to 50% of the country, 670 villages declared as ODF to date. National drinking water quality standard has been developed and water quality testing assurance and mapping has been implemented. Areas of slow achievement - Development and functional O&M strategy for WASH services - Funding and investment by donors and international partners Carry-over to Capacity development strategy -Long term strategic plan for the sector -Continuation and strengthening of the SWA country working group

Committments Develop and implement an evidence based advocacy strategy for increasing of WASH sector investment from 2% in 2013 to 5% in 2016 for WASH within the GoIRA budget. Strengthen sector partnerships with civil society, national and international NGO's, sector ministries, development partners, private sector and universities for joint advocacy, better planning and coordination of WASH interventions. Develop a hygiene and sanitation strategy - Implemented in at least 10 provinces through comprehensive CLTS/sanitation promotion programme and document baseline/progress and learning. Develop and testing of a comprehensive strategy for O&M and community water safety planning in 4 provinces using an effective approach to reduce risks of contamination of drinking water from source to consumption Equality Finance Policy and plansCoordination Sustainability Policy and plans Use existing capacity needs assessments and studies (WB, KPGM, DACAAR, Sitan, etc) to identify WASH capacity building needs and develop a capacity building strategy and 2 year action plan Capacity Equality Formulation of Integrated Disaster Risk Reduction Framework for safe drinking water and sanitation programs; Formulation of Framework for Environmental and Social Safeguard for safe drinking water and sanitation programs
