(Foreign) Identification Documents (Welcome) Etcetera

Do your homework What documents can you expect? By location Where are you going? Whom can you expect to meet there? What are they likely to have? By appointment Ask the assuree Usual documents Passport ID-card Drivers License Location = …, thus documents are likely … People from … will be there, thus those documents are likely … A person from … is likely to have … and no … (give examples) Ask what the assuree has/will bring while making the appointment

Do your homework (how) Where to get information about (foreign) documents and their security features? Request it from your government. Visit a customs or borderguard office. Search the Web. Before face-to-face meeting During face-to-face meeting After face-to-face meeting Governments are obliged to make available the info. About their own document at least. Professionals usually do like to share their knowledge, if/when they have the time to do so. Do research before. If unexpected during Try to avoid after meeting. Prefer to make a later appointment.

Do your homework (where) Resources on the web: PRADO: European Passports and Idcards http://www.consilium.europa.eu/prado/EN/ searchByIssuingCountry.html http://ue.eu.int/prado/EN/glossaryPopup.html Cacert wiki http://wiki.cacert.org/wiki/AcceptableDocuments Wikipedia Your favourite search engine. Be carefull. Not all sources are as thrustworthy as others. Emphasize validity/thrustworthiness of sources.

Do your homework (PRADO) Emphasize PRADO No easy link, so search.

At the meeting Is it a government issued Identification Document? It isn’t expired? Note the issuing country. This is a good time to check the date format. European date format? US date format? Something else? No government issue, no go. Currently reequired. (Sub)Policy changes and/or incidental Arbitrations may change this Check expiry date! (often forgotten) Document must be current. The order in which items are checked is not too important. It’s a personal thing. As long as everything is checked.

At the meeting The information on the document corresponds with the information on the CAP form. This is also a good time to check the date format. European date format? US date format? Something else? Missing (middle) names, transliterations Make notes of differences Refer to Practice On Names

At the meeting The date of birth (DOB) could belong to the person standing/sitting in front of you. Once again a good time to check the date format. European date format? US date format? Something else? Gender No oldtimer who by ID won’t be allowed to buy a drink in a pub. No cheerleader with an ID stating she’s a retired navy admiral.

At the meeting There is a photograph affixed to or integrated into the document. Any signs of tampering? Integration Stapled Glued between layers Printed directly on the document Stamp mismatched or missing Cutmarks has it seen one to many washing cycles or has someone pried apart the layers Visual or feelable deformation around image Glue residue Feeling of does_not_belong_ness

At the meeting There is a striking similarity between the person depicted on the photograph and the person standing/sitting in front of you. Any signs of tampering? Gender Apparent age (refer to DOB slide) Also: (if available/discernable on document) Length Eye colour

At the meeting The document does indeed have security features. Stamps Watermarks UV features Relief print Holograms Kinegrams Some lines are not lines. Any signs of tampering? UV Features Micro-fibers Colour changes Symbols/text becoming visible. key fobs <€5,- Deskmodels ~€40,- Usually available (on loan) at events. Possibly for sale Colour/transparancy changes upon (kinegram is an example of this) Viewing angle / angle of lightfall Wavelength of light several UV/infra-red wavelengths “some lines are not lines” => microprint

At the meeting Country specific features. Any signs of tampering? Hidden text of national anthem (AUS) Copy of photograph as hologram (D) Perforated copy of photograph (NL) Other? Any signs of tampering? Hold Dutch document in front of beamer. Completely obscuring image, but showing perforation Movie of hologram? (would be a good image to include here.) Once again, the order in which all these items are checked is not that important. The important thing is to check them all. Make picture of projectionscreen while Dutch document is in front of beamer. That image could be used when no Dutch document is available on later presentations

Unfamiliar documents Unexpected documents Rare documents Ask fellow assurers. Validate whatever feature(s) you do happen to find. Search the web. Be carefull. Not all sources are as thrustworthy as others. Fishing license Boating licence Flying license Could be acceptable secondary documents Fellow assurers might know about those document. Search (takes time) Ask assuree to come back at a later point in time. (thus allowing time for research) Validate what you can, make notes of those defer decision until after later research. Explain that! (image of sebastians weapon license might be fun here)

Unfamiliar documents Award less or even no points based on your (lack of) confidence. Postpone/defer your decision pending more research. Halt the assurance completely. (fake passports image?) (railcard?)

Unfamiliar documents Whatever happens... Do explain your decision to the assuree. Emphasize! (Image of assurer and assuree in converse. Assurers obviously explaining/gesturing something)

Finally Are you absolutely sure the date is correct? No switch of month and day? 1980/01/10 1980-10-01 10/01/1980 01-10-1980 No switch of number order within year, month or day? 1980/01/10 1980-01-01 1890/01/10 Remember to check the date format. European date format? US date format? Something else? Check, check, double check & check again.
