11 Brownfields Brownfields 2006 Big Bang Theories: Getting Better Returns for Local Government Brownfield Investments Chris Harrell Brownfields Redevelopment Coordinator City of Indianapolis, Indiana (317)

22 Brownfields Genesis of Area-Wide Approach in Indy What approaches has Indianapolis taken towards brownfield regeneration? 1996 – EPA Pilot, and scattered site approach 1997 Applied for HUD $4.2 million HOZ Grant. Award Implementation resulted in Concentrated Efforts - 3 Corners of an Intersection (Fall Creek Place) Proactive Approach in Areas Ripe for Redevelopment Indy/LISC Neighborhood Brownfield Initiative Repeat Offenders Funding Creativity Insurance Cost Recovery

33 Brownfields Maximum Return – Area-Wide Brownfields Approach How did Indy arrive at the Area - wide Approach? Fairy Godmother/father – HUD HUD Home Ownership Zone or HOZ $4.2 Million Grant provided as seed money to 11 cities to reclaim vacant neighborhoods, to increase homeownership. And to promote economic revitalization. Large-scale development of new homeowner opportunities to reclaim vacant and blighted land and property 360 new homes 58 existing units restored 4 brownfields addressed 1 liquor store (UST site) left

44 Brownfields Indy’s Biggest Bang Started with Gunfire Dodge City to a place where Brownfields Coordinators cannot now afford to buy! Bang to Boom

55 Brownfields Corner of 25 th Street & Delaware Street From 3 Former UST sites and 1 Dry Cleaners to two 10 Live/Work Commercial & Residential units, and future commercial site on southwest corner. Liquor store remains

66 Brownfields Concentrated Effort on 3 Corners 2460 North Delaware St. Former Dry Cleaners located in heart of Fall Creek Place RFP soon let for bid the Phase II Environmental Site Investigation and Site Impact Delineation Health Risk Assessment Component Site comprised of 4 Parcels PCE in ground water flowing toward Fall Creek

77 Brownfields Concentrated Effort on 3 Corners 2460 North Delaware St.

88 Brownfields Concentrated Effort on 3 Corners 2460 North Delaware St. Prior to redevelopment must assess and then remediate the contamination 1) Funding source for Assessment = EPA up to $75,000, or more Delineate soil contamination Delineate ground water contamination Potential for indoor air impacts for neighboring homes - G W flow to west beneath Talbott St. homes Human Health Risk Assessment 2) Funding source for remediation = to be determined Perhaps new state SRGI Perhaps EPA Cleanup Grant

99 Brownfields Concentrated Effort on 3 Corners North Delaware St. Live/Work Douglas Point Lofts Now Complete

10 Brownfields Proactive Approach in Areas Ripe for Redevelopment (Preemptive Strike)

11 Brownfields Proactive Approach Phase I Environmental Site Assessment - Area Survey 1950 parcels covering 520 acres (2/3 mile²) Martindale on the Monon Fall Creek Place 4th Edition And the blocks in between

12 Brownfields Phase I Environmental Site Assessment - Area Survey

13 Brownfields Phase I Environmental Site Assessment – Area Initial Survey Report Map

14 Brownfields Phase I Environmental Site Assessment - Area Survey This Phase I ESA Survey has screened the area for sites with potential environmental hazards. Phase I ESA Survey data collected from this survey will help identify commercial sites as well as current residential sites (with suspect past uses) that have environmental issues. This survey will provide a means to identify problems early in the area’s redevelopment so that developers can approach the sites appropriately, and assign reuse plans consistent with any environmental hazards that are discovered.

15 Brownfields Next Steps Spreading the Gospel on approaches when there is no Fairy Godmother/Father to help! Area-Wide Approach for Community Development Corporations (applies to Industrial Corridors too) HUD Fairy Godmother/father lead to a “Strategic Standard” to apply elsewhere when no magic $4.2million wand is available. Two not-for-profit community development corporations (CDCs) have inquired how to conduct such a survey, asked for funding assistance, and technical assistance to create the RFP. Recognizing problems witnessed in residential areas subject to ‘gentrification’ and displacement concerns. Code violations increase on former residents Problem of land prospectors hindering the final step Abandoned Homes remaining boarded

16 Brownfields Funding Creativity Non-traditional $ Sources Leveraging multiple funding sources is critical. Keystone Enterprise Park (DNR Urban Forestry Grant) Phytoremediation Grant $8000 IDNR/ $8000 City Match Citizens Gas Low/No Interest Loan for environmental component of redevelopment project Insurance Cost Recovery Administrative Action to Trigger Policy Must have policy # / Carrier
