CMC No PNP Against Illegal Drugs Campaign Plan (Project Double Barrel)

Situation  Around 1.8 million drug users in the country, 38.36% of which are unemployed. (DDB`s 2015 National Household Survey)  26.91% or 11,319 out of the country’s 42,065 barangays are “drug affected” (2015 PDEA Report)  On record, NCR has the highest rate of affectation with 92.96% of the region's barangays, followed by CALABARZON at 33.78%.  Methamphetamine hydrochloride or shabu tops the list of most abused illegal drugs (90%), followed by marijuana and party drugs like cocaine and ecstasy (PDEA’s 2015 arrest data).  The afore-cited statistical data is indicative of the worsening drug problem that has victimized mostly the underprivileged and impoverished sector of the society.

Mission Implement the PNP Anti-Illegal Drugs Campaign Plan “PROJECT DOUBLE BARREL” in order to eradicate the problems of illegal drugs in all affected barangays across the country.

Purpose How to properly implement through the two approaches: 1.“PROJECT TOKHANG” or the Lower Barrel 2.“PROJECT HVT/LVT” or the Upper Barrel

Concept of Operations Five (5) stages of “PROJECT TOKHANG”: o Collection and Validation of Information Stage - 1 st week of July 2016, identification of targets o Coordination Stage - BADAC, LGUs, Other Law Enforcement Agency and NGO’s o House to House Visitation Stage - Composition of a team o Processing and Documentation Stage - Information reports, examination & drug test of subject o Monitoring and Evaluation Stage. - BADAC, referral to rehabilitation
