Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Co-ordination and Co-operation

Slide 2 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 To explain the needs to establish a policy and strategy for co-operation and co-ordination with relevant national institutions, international organizations and other countries Objective

Slide 3 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 Possible gaps and overlaps in regulatory control and the utility of memorandum of understanding to establish national co-ordinated and co-operative arrangements. International safety conventions. Arrangements with other countries, and international organisations (IAEA, WHO, ILO, etc.) Contents

Slide 4 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 A single Regulatory Authority responsible for radiation safety is most desirable. Ministries Agencies Customs Division of Responsibilities transport environment public health and safety occupational safety However, regulatory functions and responsibilities are sometimes divided among several governmental authorities e.g

Slide 5 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 Legislation should establish clear lines of authority and responsibility so that:- Division of Responsibilities (cont) overlapping of authority is minimized; conflicting requirements from separate authorities are prevented; the users of sources understand which of their activities are subject to various authorities. gaps in protection and safety are prevented;

Slide 6 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 Relevant regulatory authorities should establish a system of liaison and working procedures to ensure co-ordination and co-operation. Division of Responsibilities (cont) e.g. through a “Memorandum of Understanding” between the Regulatory Authority and other government agencies.

Slide 7 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 The Regulatory Authority shall co-operate with other relevant authorities, advise and provide them with information on safety matters. Interaction with other National Bodies Regulatory Authority Ministries Agencies Customs

Slide 8 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 The Regulatory Authority requires specific arrangement (a Memorandum of Understanding) with the national Customs authority to prevent unauthorized import of radiation sources into the country. Co-operation with Customs Authorities Unauthorized imports should be detected at border crossings by technical and other appropriate means. Example of a Memorandum of Understanding with a Customs authority

Slide 9 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 The Regulatory Authority also may require a Memorandum of Understanding with the Health Ministry / Department / Agency if that Ministry regulates the qualifications of medical practitioners or otherwise controls diagnostic or therapeutic radiation practices. Co-operation with Health Authorities Example of a Memorandum of Understanding with a Health Department / Ministry / Agency

Slide 10 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 The Regulatory Authority should have specific co-operative arrangements on an international level. Co-operation on an International Level Bilateral agreements Multilateral agreements

Slide 11 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 common language and culture regional networks for mutual assistance –emergency actions –calibration services –waste management, etc. regional agreements workshops informal information exchange Advantages Co-operation on an International (Regional) Level

Slide 12 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 International conventions related to safety e.g. Joint convention on the safety of spent fuel management and on the safety of radioactive waste management International Co-operation Information exchange between: International organizations (IAEA, ILO WHO, EU) Neighbouring States Other relevant States

Slide 13 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 Importing and exporting States should exchange information before authorizing the import or export of category 1 and 2 radioactive sources (see module 3.6) request for consent confirmation that recipient is authorized notification prior to shipment IAEA has made available a list of State import/export contact points ( International Co-operation in Import and Export of Radioactive Sources

Slide 14 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 Export of Category 1 Sources Exporting State Importing State Request for consent Notification prior to shipment Consent and confirmation that recipient is authorized Shipment of source(s)

Slide 16 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 The Regulatory Authority and the national Customs Authorities have agreed to prepare a Memorandum of Understanding to prevent unauthorized shipments of radioactive substances across the national borders. As an expert in the Regulatory Authority you are asked to prepare the draft document. What issues should be included? Exercise 1

Slide 17 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-14 Authorities in your neighbouring country report that wrist watches containing radioactive parts ( 60 Co) are on sale to the public. Assume that you have to take action to find out if the same watches exist in your country and, if so, proceed to withdraw them from the market. Which organizations and institutes would you co-operate with, to solve the task ? Exercise 2
