IMPLEMENTATION OF NOISE RULES, ZONING AND NOISE MONITORING NETWORK Item No. 4.0

Chronology of Noise Rules  Noise rule notified in  Last amendment was in 11th January  The important features in the amendment. Disallowing sound producing instrument after 10 p.m to 6 a.m except in closed premises. State Government may permit loud speakers or public address system in night hours (between p.m. to midnight) not exceeding 15 days in year. The noise level shall not exceed 10 dB (A) above the ambient noise standards for the area or 75 db(A) whichever is lower. No horn in silence zones/night time in residential areas. No bursting of crackers in silence zone after 10 p.m to 6 a.m. No sound emitting construction instruments between 10 p.m to 6 a.m in residential areas/silence zones.

Implementation of noise rules - Issues  The strategic implementation of the rule by: Identification of Authorities by state Government. Adequate infrastructural facilities and trained manpower required. Regular monitoring.

Noise Monitoring Networking  Road map for setting up a National Noise Monitoring Network.  160 stations in 25 cities by  In first phase 35 stations in 7 cities by September  In second phase 125 stations in 25 cities by  100% cost bearing by CPCB in first phase for first set of 35 stations in 7 cities.  Thereafter 50:50 between CPCB and SPCBs.  Monitoring protocol and guidelines ready.  Generated real time data in the website of CPCB.

Review of Zoning required  Presently four zones demarcated.  No demarcation between silence zone and residential/commercial zone.  Issue of implementation of standards in silence zone.  “Airport Zone “may be introduced.

Recommendations  List of identified authority needs to be available with all the SPCBs/PCCs/CPCB.  Fortification of authority with noise monitoring tools and training.  Location identification.  Detail proposals by SPCBs/UTs for Network in the XII five year plan on 50:50 cost sharing basis.  Constitution of a working group comprising of State Pollution Control Board of West Bengal, Karnataka, Maharashtra, Tripura, Punjab and CPCB to review the implementation of Noise Rules.
