United States Public Health Service Commission Corps Travel and Transportation

Purpose To provide an overview of the Final Travel and Transportation for Retirees This briefing is not designed to replace the USPHS Commissioned Corps Retirement Seminar that is located on the Commissioned Corps Learning Management System "Protecting, promoting, and advancing the health and safety of the Nation"

Travel and Transportation

Chapter 37 U.S.C 406 Travel and Transportation Allowances: Dependents, Baggage and Household Effects Joint Travel Regulations (JTR), Provides authority for members of the uniformed services to transport household goods (HHG) and personal effects to a home of selection Chapter 42 U.S.C. 216 Provides authority to administer the USPHS Commissioned Corps Authorities "Protecting, promoting, and advancing the health and safety of the Nation"

Coordinated through the OPDIV/Agency from which the officer retires The Agency Liaison is the main point of contact Neither travel or transportation is handled by DCCPR or Compensation Coordination "Protecting, promoting, and advancing the health and safety of the Nation"

Place selected by an officer upon retirement to establish a bona fide residence Selection may be deferred Travel and transportation of Household Goods must be completed within one year from retirement date Selection of the home is irrevocable if: Travel request is furnished and used for travel Travel and transportation allowance is received Home of Selection "Protecting, promoting, and advancing the health and safety of the Nation"

Officer is retiring from active duty Officer is retiring for physical disability Officer has his/her name placed on the temporary disability retired list, without regards to length of service Officer is separated with severance or separation pay immediately following 8 years of continuous active duty with no single break of more than 90 days Eligibility "Protecting, promoting, and advancing the health and safety of the Nation"

Officer must possess original retirement orders Orders indicate specified home of selection An amendment to original orders is needed if home of selection is specified later Officer travels to home of selection Travel voucher is submitted after completion of travel Hospitalization or medical treatment extensions Officer submits request for extension to Director, DCCPR Explains how condition prevented exercising home of selection entitlements Must include medical officer statement If approved, personnel order’s amendment will be issued Officer Travel

Household goods shipments Maximum weight allowance Based on pay grade on effective date of retirement Allowable departure locations Last duty station Any location in the US to which HHG were previously transported at Government expense Any combination of the above Time limits Shipment must begin within 1 year from date of retirement Extensions requires Director, DCCPR approval Entitlement forfeited if shipment is not shipped prior to expiration of time limit Household Goods (HHG) "Protecting, promoting, and advancing the health and safety of the Nation"

Allowable arrival locations Home of selection Any other location other than home of selection Portion to home of selection and portion to another location Any combination of the above Officer bears cost if in the cost to the Federal Government excess of a shipment, in one lot, to one of the locations below, whichever provides the greatest entitlement Home of selection Home of record Place from which called to active duty Household Goods (HHG) "Protecting, promoting, and advancing the health and safety of the Nation"

Temporary storage Entitlement to ship HHG includes temporary storage of 90 days Locations allowed for temporary storage Place of origin In transit At destination Any combination of above Extension Additional 90 days may be authorized Maximum temporary storage 180 days from date of retirement Household Goods (HHG) "Protecting, promoting, and advancing the health and safety of the Nation"

Non-Temporary storage HHG must be removed from non-temporary storage within one year from date of retirement If final home selection is in vicinity of non-temporary storage Officer is entitled to the following: Drayage Unpacking at new residence Temporary storage in conjunction with non-temporary storage NOT authorized Exceptions Conditions beyond the control of the retiree Must be authorized or approved by Director, DCCPR Household Goods (HHG) "Protecting, promoting, and advancing the health and safety of the Nation"

Personal Owned Vehicles (POVs) Retirees eligible for overseas home of selection** May elect to ship American-purchased POV overseas Travel Department will select departing and receiving ports Retirement orders must reflect overseas home of selection Household Goods (HHG) "Protecting, promoting, and advancing the health and safety of the Nation"

Eligibility Retiree must be eligible to choose a home of selection Suitable departing locations Retiree’s last duty station Location that dependents were last transported to at the Government’s expense Suitable arrival location Retiree’s home of selection Dependent Travel "Protecting, promoting, and advancing the health and safety of the Nation"

Retiree dies after selecting home and claiming travel allowances to that home Survivors entitled whether or not the retiree completed travel Travel at Government expense To home selected by retiree Location selected by dependents Cost shall not exceed cost of travel to from last duty station or location which dependents were last transported at Government expense to home of selection of retiree Survivors Entitlements "Protecting, promoting, and advancing the health and safety of the Nation"

Retiree dies after selecting home and claiming travel allowances to that home Household goods Authorized locations Home of selection Different location selected by dependents Combination of the two Authorized costs Not to exceed cost of one shipment to home selected by retiree Survivors Entitlements "Protecting, promoting, and advancing the health and safety of the Nation"

Required forms SF 1012 – Travel Voucher PHS-2988 – Voucher for Reimbursement for Travel, Dependents of PHS Commissioned Officers Completed when travel is complete Submitted to organization stated in retirement orders Travel Reimbursement "Protecting, promoting, and advancing the health and safety of the Nation"
