ESEA and NCLB Law  The Elementary and Secondary Education Act of 1965 (ESEA) was first passed by Congress as part of President Lyndon B. Johnson’s War on Poverty.  This legislation provided federal funds to support public education, particularly in resource- poor, low income settings.  The most recent reauthorization amending ESEA is the No Child Left Behind Act of 2001 (NCLB).  This legislation aimed to close the achievement gap between groups of students through greater accountability and increased flexibility and choice.  NCLB affects almost every school district and charter school in the state. Elementary and Secondary Education Act (ESEA) No Child Left Behind (NCLB) This presentation will focus on NCLB as it relates to the school year. 8/19/2016

ESEA and NCLB Law Every Student Succeeds Act (ESSA)  The most recent reauthorization amending ESEA is the ESSA (Dec. 2015).  Transition year is the school year.  Builds upon the critical work that has been implemented over the last few years as well as prioritizing excellence and equity for our students and supports great educators.  ESSA is in transition during the school year  ESSA will go into full effect in 2017  This presentation will focus on NCLB as it relates to the school year. Title I, Part A Program Intent  The intent and purpose of a Title I, Part A school-wide program is to upgrade the entire educational program at the participating campus. 8/19/2016

Federal Guidelines on Parental Involvement  The Elementary & Secondary Education Act, a.k.a. No Child Left Behind, requires school districts to implement programs, activities and procedures for the involvement of parents. 8/19/2016

Roles & Duties of an Awesome PFL 8/19/2016

Parent & Family Liaison Role  A PFL is here to assist in the attainment of district goals by collaborating with school and district staff in implementation of a parent involvement program that ensures for the active engagement of parents, community and campus that supports the academic achievement of students. 8/19/2016

Eligible Activities Participate in scheduled training as required Collect, prepare, maintain and distribute materials relating to parent involvement policy Schedule, coordinate and facilitate parent meetings  provide parents information regarding participation under Title I, Part A, including parent educational meetings Assist campus in the recruitment of parents, families and community members to assist with school activities and program needs as it relates to instruction and student achievement. 8/19/2016

Eligible Activities Cont. Assist district, school staff, parents and community in gaining an appreciation of the added value of parent education and parent involvement and engagement program Perform home visits in accordance with federal guidelines, including: Must directly relate to the job description Must directly relate to parent activities Must have an instructional purpose 8/19/2016

Ineligible Activities  Lunch duty  Serve as office clerk and/or front office receptionist  Serve as substitute for campus personnel (all levels)  Any campus duty not associated with parental involvement 8/19/2016

Parent Meetings  When expending Federal Funds for Parent Involvement meetings, keep in mind that Parental Involvement is:  engaging parents in activities that improve academic quality to ensure success and improve achievement for all students 8/19/2016

Parent Meetings Eligible (Examples): Trainings on core subjects (Language Arts, Math, Science, Social Studies) Instructional Strategies Principal’s Coffee  Must have an eligible instructional purpose STAAR Trainings Core Nights Ineligible(Examples):  Achievement Celebrations  Patriotic Ceremonies  Community resources stand alones  Precious Minds parenting classes  Career Day  Student Performances 8/19/2016

Receipts Submission Reminders  Submit:  Agenda (Must have an eligible instructional activity in core content area(s) presented at the meeting)  Communication to Parents  Evaluations  Purchase date of the receipt in relation to the meeting should reflect a reasonable timeframe for the purchase prior to the meeting  Items purchased in October for a meeting in December  Remember that the amount of food purchased should be in relation to the type of meeting your are having and the number of attendees  Meet the Teacher has more parents attending than a Principal's Coffee 8/19/2016

Home Visits Allowable (Examples): Parent Meeting Information STAAR related resources Tutoring information  For example, a tutoring schedule Core instructional related materials  For example, homework Unallowable (Examples):  Attendance  Community Programs referrals  Medicaid  Vision and dental insurance  Non-academic visits 8/19/2016

Things to Remember about Mileage  Purpose of Trip  Must include the student name and reason of visit  “Education Visit”, “Education Outreach”, “Home Visit” are unallowable descriptions  Explain your purpose of trip  Destination to  Must have the physical address  District Policy states you must submit mileage at least every 3 months 8/19/2016
