National Strategic Plan / Investment Case Concept Note Grant-making Grant implementation TRP GAC 2 nd GAC Board Ongoing Country Dialogue What are the key stages of the Global Fund new funding model? 30/09/201612

New funding model: features 30/09/2016 Place 13 Bigger impact Predictable funding Encourage ambitious vision Flexible timings Streamlined process

New funding model: allocation process 1)Eligibility is primarily determined by a country’s disease burden and income level. 2)A designated amount of money is reserved for each eligible country. 3)Qualitative factors will be used to adjust the funding amount for each country. These factors could lead to both upward and downward adjustments to the initial amount. 4)A final adjustment is made during country dialogue, once a country confirms increases to its national funding commitments for health (called “willingness-to-pay”). 30/09/201614

Country dialogue 30/09/2016 Place 15 National Strategic Plan / Investment Case Concept Note 2-3 months Grant-making 1.5 – 3 months Grant implementation 3 years TRP GAC 2 nd GAC Board Ongoing Country Dialogue

What does inclusive country dialogue mean? One key feature of the new funding model is an inclusive country dialogue involving all stakeholders and people living with the diseases and key populations. 30/09/201616

What is a national strategic plan? A disease-specific national program that provides the overall strategic direction for a country over a period of time (usually five years) 30/09/201617

Concept Note: the funding application The concept note includes the following sections:  Section 1: Define the problem and assess response to date.  Section 2: Understand the funding landscape.  Section 3: Prioritize funding needs and choose best response for highest impact.  Section 4: Ensure appropriate implementation capacity and risk mitigation. 30/09/201618

Concept Note: the preparation Start preparing right away. Think through the information that will be needed and the stakeholders that will need to be involved 30/09/201619

Concept Note: the development The Global Fund’s templates: Standard concept note TB-HIV single concept note HSS concept note Regional concept note Non-CCM concept note 30/09/ Key features of a concept note: It should articulate an ambitious and technically sound response It should include a prioritized full expression of demand to maximize impact against the disease(s) A concept note is developed for each eligible disease and if relevant (and eligible) a health system strengthening component

What is the Technical Review Panel (TRP)? Independent panel of international experts Reviews funding requests for technical merit and strategic focus Makes funding recommendations Meets to evaluate concept notes up to 4 times a year 30/09/201621

Outcome following the Technical Review Panel review Proceed to the Grant Approvals Committee (GAC) and then grant making OR Revise and then re-submit concept note taking into account the Technical Review Panel guidance 30/09/2016 Place 22

What is the Grant Approvals Committee (GAC)? Determines the upper-ceiling for the budget Will consider the Technical Review Panel’s recommendations Meets approximately once per month Budget will include funding available from a country’s allocation amount and, if applicable, any available ‘incentive’ funding 30/09/201623

What is the Grant Approvals Committee looking for in the concept note? Investing strategically Focus on key population Performance Focus on impact Value for money Risk management and mitigation measures Overall grant management arrangements and capacity to implement Rigorous financial and budget review Documentation on country dialogue process and outcomes 30/09/201624

What is grant making? Process of translating the approved funding into- disbursement-ready grants. Country Teams and Principal Recipients should work together aiming to complete grant- making within a three month period. Grant-making country dialogue is led by the Principal Recipient, with CCM providing oversight. 30/09/201625

What is Grant Approvals Committee looking for in the 2 nd review? Rigorous financial and budget review Clarification of key strategies Final programmatic scope Identification of funding gaps 30/09/201626

What is grant signing? The grant is considered disbursement-ready when: All the required grant documents are in their final form and agreed with the Principal Recipient All issues that need to be resolved prior to the first disbursement are addressed 30/09/201627

Grant implementation: who does what? The Principal Recipient coordinates program implementation, including oversight of sub-recipients. The CCM provides oversight of the Principal Recipient and program implementation. The Global Fund Secretariat monitors and reviews program implementation progress and makes decisions on annual funding and disbursements. 30/09/201628

Agenda 30/09/ What is the Global fund? What is a Country Coordinating Mechanism? What is the new funding model? What is civil society’s role in the new funding model? 5 Examples of what civil society can do when there are challenges.

Civil society’s engagement in the new funding model National Strategic Plan/ Investment Case Concept Note Grant-making Grant implementation TRP GAC 2 nd GAC Board Ongoing country dialogue

Role of civil society: country dialogue stage Civil society has an important role to play: making sure the new funding model delivers positive results for communities. Civil society can be proactive and work with the CCM to add to the overall process. 30/09/201631

Practical tips for creating successful inclusive country dialogue 1.Assemble a strong coalition of organizations and inform the CCM of your intention to organize civil society’s contribution to the national dialogue. 2.Convene a planning team of committed members of civil society and organize your first consultation. 3.Plan for a series of follow up consultations after the first large, inclusive meeting. 4.Document each step of the process. 5.Strengthen internal governance systems among civil society while the country dialogue is taking place. 6.Use the Global Fund’s resources to support a successful country dialogue. 7.Work with your representatives on the CCM to prepare a formal document, like a ‘Civil Society Priorities Charter’. 30/09/201632

Role of civil society: national strategic plan stage Gather evidence and help government identify barriers to services and good programs that should be scaled up. Ensure that civil society representatives are included in the CCM-led country dialogue. 30/09/201633

Role of civil society: concept note stage Advocate for representation in the writing group. Review the concept note to ensure agreed interventions are included. Ensure planned interviews will achieve real impact. Identify implementers most appropriate to deliver the activities and ensure impact. 30/09/201634

Role of civil society: after the TRP / GAC stage Review guidance given by the TRP on impact, targets and indicators that the grant should focus on. 30/09/201635

Role of civil society: grant making stage Identify the detailed activities necessary to achieve impact. Make sure all activities approved by the TRP/GAC are part of the grant agreement. 30/09/201636

Agenda 30/09/ What is the Global fund? What is a Country Coordinating Mechanism? What is the new funding model? What is civil society’s role in the new funding model? 5 Examples of what civil society can do when there are challenges.

Challenge : denial of existence of certain populations What to do Gather evidence – anecdotes, reports, testimony Ask technical partners (UN agencies, WHO) and regional networks to help reinforce the existence of key populations Escalate to Fund Portfolio Manager if these actions are ineffective 30/09/201638

Challenge : exclusion of key populations and others from country dialogue What to do Document what happened – who, what, where, when, how Get support from regional or global key populations networks Escalate it to the Fund Portfolio Manager, Regional Manager or Community, Rights and Gender Department at the Global Fund Secretariat 30/09/201639

Challenge : interventions approved in the concept note are not included in the grant What to do Monitor the interventions and detailed budget during grant- making and after grant-signing 30/09/201640

Challenge : only token representatives are part of the country dialogue What to do Organize civil society, build solidarity and unite behind legitimate representatives Hold your CCM representatives accountable for consulting in advance and reporting back after the meetings 30/09/201641

Challenge : frank discussion about human rights or other difficult topics is shut down What to do Know what human rights treaties your country has signed and ratified: these are binding legal obligations UNAIDS says addressing human rights is essential for strategic investments – use this in your arguments Make sure the Global Fund Technical Review Panel and Grant Approvals Committee know the discussions were shut down. Communicate this through the Fund Portfolio Manager 30/09/201642

Thank you
