German Submarine Warfare U-boats changed the rules of naval warfare U-boat: Submarine Americans felt that this was unfair

British Influence Britain had destroyed the transatlantic cable connecting Germany and US Helped change attitude of Americans to favor Britain and the Allies Exaggerated stories stirred Americans to favor the Allies

Sinking of the Lusitania Germany spotted it in the Irish Sea and thought it was carrying weapons for the Allies; Germany was right Torpedoed the liner; Sunk 18 minutes later with 1,198 passengers on board; 128 of dead were Americans Since Germany had issued a warning they took no blame for the sinking Pres. Wilson demanded Germany stop unrestricted submarine warfare; Germany laughed
