27 The Minority Report Annual Analysis of SCSEP Service to Minorities How to Find Individual Grantee Results  Volume II contains tables listing all analyses for each grantee  The tables indicate where there is a statistically significant disparity in service or outcomes  If a grantee has an instance of under-service or disadvantage in outcome, its row is highlighted in yellow

28 The Minority Report Annual Analysis of SCSEP Service to Minorities How to Use the Information in the Minority Report Under-service to minorities is tested in two ways:  Statistical significance  Practical significance

29 The Minority Report Annual Analysis of SCSEP Service to Minorities How to Use the Information in the Minority Report  If both tests are met, indicating under- service to minorities, it should be addressed  If the disparity is statistically but not practically significant, the grantee should monitor to ensure it does not increase

30 The Minority Report Annual Analysis of SCSEP Service to Minorities How to Use the Information in the Minority Report Employment outcomes  If a grantee has a significant difference in outcome in entered employment or retention, there is only a 5% chance this happened by chance  If the difference in rates is high but not statistically significant, the grantee should monitor it to see if it persists or worsens

31 The Minority Report Annual Analysis of SCSEP Service to Minorities How to Use the Information in the Minority Report Comparisons  Grantees can compare performance to nationwide results or results for state or national grantee groups  It is not possible to directly compare PY 2007 and PY 2006 participation or outcome results  If grantees under-served in both years, action is needed

32 The Minority Report Annual Analysis of SCSEP Service to Minorities Qualitative Information Grant applications  Require a detailed description of efforts to serve minorities  Must address any instances of under- service or different outcomes in the previous year’s Minority Report

33 The Minority Report Annual Analysis of SCSEP Service to Minorities Other Data Sources Other program reports  Grantee and sub-grantee QPRs list the % of participants in each minority group  Several management reports contain information on participant minority status  As yet, no SPARQ tools allow analysis of outcomes by minority status

Some issues to consider:  Increase awareness of program  Identify new recruitment strategies  Create culturally-competent program features  Utilize staff from the target population
