DEPARTMENT OF EMPLOYMENT, EDUCATION AND TRAINING ESL for ILSS English as a Second Language for Indigenous Language Speaking Students (or ILSS for short)

What is the ESL for ILSS Program? ESL for ILSS is a program funded by the federal government, but managed at a territory or state level. ESL for ILSS is a source of money and support offered to schools, who have students who fit the identified criteria. Schools must apply to be a part of the program. DEPARTMENT OF EMPLOYMENT, EDUCATION AND TRAINING Funding is based on a per capita calendar year Program commenced in 1998.

The ESL for ILSS Student – The Criteria I am Indigenous I live in a community where English is not dominant I speak an Indigenous language as my 1 st language (may be Kriol) I am below Level 1 in the ESL Speaking strand I am usually 6 years old DEPARTMENT OF EMPLOYMENT, EDUCATION AND TRAINING

We are all on the ILSS Program DEPARTMENT OF EMPLOYMENT, EDUCATION AND TRAINING

Current ILSS Statistics Over 1000 students on the program throughout the NT These students are found at 91 schools (from urban to remote to Homeland Centres)

How does the NT use the funds? Funding for Teachers in schools: 7 x full time Above Establishment ILSS Teachers 21 x 0.5 Above Establishment ILSS Teachers 6 Roving ILSS Teachers in 5 Group Schools Funding for resources to support the program Funding for TL&SD Support: ILSS Manager 2 x Project Managers 3 x Education Officers PD support DEPARTMENT OF EMPLOYMENT, EDUCATION AND TRAINING

Program Strengths A single target to be reached within an identified time (a year) Data informing delivery and results Eg. Student Attendance, Entry and Exit Levels identified Wholistic Approach: Using various strategies, approaches, pedagogies to achieve the one goal Oral English across curriculum, Early Years Pedagogy (REAL) ESL pedagogy etc. DEPARTMENT OF EMPLOYMENT, EDUCATION AND TRAINING

Existing and Emerging Partnerships Assessment for Learning Team Student Services Division (Hearing, Early Childhood Intervention) Catholic Education Office Business Intelligence Centre (data collection SAMS, CeTool) ILSS Team AL Team ILSS Team Early Years Team (AKA??)

Strategic Directions – The Wish List! To integrate ILSS targets into DEET Operational Plans – eg the importance of competence in oral English for ESL Phase 1 Indigenous students (approximately Level 3 ESL Speaking) To have ILSS more fully student focused – not tied to a calendar year, but until the students move in ESL Phase 2 Equity of support – more support / more funds for the more needy students, eg those from the most remote locations with the least access to Standard Australian English More ILSS Education Officers (1 for each Group School – replacing roving ILSS teachers, Central Australia, Darwin, Arnhem, Rivers) to better support Phase 1 Learners across the NT. Provide professional development for Indigenous staff in communities to understand the program so they can support ILSS teachers as they arrive and during the program - to provide continuity. Review and revise the best way to provide Professional Learning Opportunities to support improved student outcomes
