Using the results of internal evaluation at national level Maie Kitsing Adviser of External Evaluation Estonian Ministry of Education and Research 2011

Sometimes we need the mirror … 2011

Changes of accountability and inspecting Regular inspection by county inspectors Preparation period for changes in the field of inspection Self-evaluation is compulsory for schools, advising Sample-based (10 % of schools) thematic inspection 2011

The main ideas regarding internal evaluation Internal evaluation Own responsibility Trust Openness Support The main goal of internal evaluation: to support the progress of students, teachers, headmasters and the school as a whole

Planned effect of internal evaluation (1)  Educational institutions are motivated towards organisational development through systematic internal evaluation.  Increased responsibility for the productivity of educational activities and the organisation.  Educational institutions will be provided with external support for the implementation of internal evaluation and the analysis of the results. 2011

Planned effect of internal evaluation (2)  Different target groups are involved in the internal evaluation process of educational institutions – openness.  Educational institutions and their owners are professionally supported through counselling – trust and support.  Information on the activities of educational institutions is made available through EHIS, providing basis for comparison.  EHIS:

New policy: Implement of internal evaluation According to Fullan: To enforce the new policy To motivate schools to carry out internal evaluation To guarantee support to the schools for implementing new policy To pay constant heed to internal evaluation Legal acts about internal evaluation of schools Explain the benefit Acknowledgement Counselling Handbooks Conferences High-class leadership 2011

Areas to be evaluated Processes: Leadership and management Human resources management Co-operation with interest groups Resource management Educational processes Results: Student-related results Staff-related results Interest group-related results School-related indicators 2011

Using the results of internal evaluation and feedback reports (1) Analyses based on feedback reports at the national level: Informing the schools/kindergartens about the main weaknesses and strengths at the national level. Informing the teacher training institutions (initial and in-service training for teachers and head teachers). Informing the school owners. Sharing the best practice of educational institutions. 2011

Using the results of internal evaluation Conferences High-class leadership Using feedback reports of advisers to share the best practice in different fields of leadership 2 or 3 conferences at the same time on leadership in schools; 1 separate conference for kindergartens 2 goals: to acknowledge innovative schools and to share best practice 2011

What are the benefits of all those conferences? The best way to promote the internal evaluation is to show the positive aspects of this process. By enabling schools to present their experience we celebrate their success publicly. We create a space for schools to learn from each other. 2011

What have we learned? “If you have an apple and I have an apple and we exchange these apples then you and I will still each have one apple. But if you have an idea and I have an idea and we exchange these ideas, then each of us will have two ideas.” George Bernard Shaw 2011

Thank you!
