May 2004 Brian Mathews – AbsoluteValue Systems IEEE doc: IEEE / Submission 4 Hour Rule current situation Currently there is a rule in IEEE P&P stating that submissions having to do with modification of a draft must be available on the server 4 hours prior to any vote Thus, Task Groups working on comment resolution must post the results of Task Group work to the server, and then wait 4 hours before having a Task Group vote to incorporate the changes Also, new drafts must be available 4 hours before a Working Group vote
May 2004 Brian Mathews – AbsoluteValue Systems IEEE doc: IEEE / Submission Possible improvements Proposal 1 – 4 hours for WG votes, 2 hours for TG votes to send new draft to WG, 0 hours for draft edits internal to TG Proposal 2 – Eliminate 4 hour rule entirely Proposal 3 – Let TG suspend 4 hour rule by motion on a case- by-case basis CAC straw poll indicated Prop 1 had most support
May 2004 Brian Mathews – AbsoluteValue Systems IEEE doc: IEEE / Submission New rule implications Task Groups could move more quickly through Comment Resolution, edit instructions could be approved 'on the fly' Technical Editor could roll up a new draft and TG could vote on sending it to the WG 2 hours later A new draft would still need to be on server 4 hours before a WG vote Question : does the two hours before the TG votes on the new draft count toward the 4 hour requirement of the WG? Bonneville team will work toward instituting this new rule asap
