Martin Lancaster, President Fifty-eight Institutions Educating and Training a World-Class Workforce Inception of ‘Learn and Earn Online’… North Carolina Governor Mike Easley's top priority is reforming public education in North Carolina so students are ready to succeed either in college or in meeting the workforce demands of the global economy

What is Learn and Earn Online? Students in participating public high schools can take a variety of online college-credit courses at no cost to them or to their families. Students earn both high school and college credit for completed courses

Martin Lancaster, President Fifty-eight Institutions Educating and Training a World-Class Workforce Proposed Amendment to HB 1473, Sec. 7.27(h): “Notwithstanding any other provision of law, the State Board of Community Colleges, in cooperation with the State Board of Education, shall permit high school students to enroll in online courses for college credit beginning with the Fall 2007 semester”

Martin Lancaster, President Fifty-eight Institutions Educating and Training a World-Class Workforce Reimbursement Process n Colleges submit L&E-Online estimated FTE (Full-time Enrollment) at census date each fall & spring n Colleges submit actual technology fees charged via survey from System Office n System Office calculates the per FTE reimbursement n System Office submits request to DPI (Department of Public Instruction) n DPI transfers reimbursement amount to System Office n System Office separately allocates to participating colleges

Martin Lancaster, President Fifty-eight Institutions Educating and Training a World-Class Workforce Reimbursement Structure n Reimbursed after the census dates at rates for both semesters –Instruction & Support $4,746 per FTE –Actual technology fees charged n Books are LSAU (Local School Administrative Unit) responsibility
