SOLVING THE PROBLEM AVIATION FOR THE FUTURE

SCRAA BOARD OF DIRECTORS County of Los Angeles - Supervisor Don Knabe County of Riverside - Supervisor Jim Venable County of San Bernardino - Supervisor Jon Mikels County of Orange - Supervisor Chuck Smith City of Los Angeles – Pending Southern California Association of Governments - Ventura County Supervisor Judy Mikels (ex-officio member)

KEY FOCUS Action plan to develop cargo airports in Inland Empire Implementation plan to distribute aviation demand to Inland Empire airports

REGIONAL CARGO PLAN  Action plan will integrate air cargo with ground distribution system in Inland Empire.  Final plan identifies key concerns for cargo carriers, gaps in cargo distribution system and airport infrastructure necessary to move cargo.  End result - action plan that moves air cargo services to the Inland Empire.

REGIONAL AVIATION SYSTEM Goal: Move future aviation demand to supportive communities. Acknowledge aviation market is in Los Angeles and Orange Counties, but excess airport capacity is in the Inland Empire. Population Income Business and manufacturing

CRITICAL STEPS Acknowledge host community impacts. Traffic Surface street congestion Air Pollution Noise Create aviation system that links markets and disperses impacts.

PROPOSAL: AIRPORTS WITHOUT RUNWAYS

AIRPORTS WITHOUT RUNWAYS Passengers – seamless travel Host Communities – reduced impacts economic growth Region-Wide – reduced congestion enhanced air quality Air Carriers – volume efficiency cost vs. revenue Airport Operators - volume reduced impacts

WHY NOW? MEASURE W PREVENTS EL TORO DEVELOPMENT AS AN AIRPORT FUTURE ORANGE COUNTY PASSENGERS ESTIMATED TO BE BETWEEN 20 – 30 MAP

IMPACTS OF MEASURE W TO SURROUNDING COMMUNITIES :  BOTH PASSENGERS AND CARGO IMPACT THE FREEWAY SYSTEMS  IMPACT ON SURFACE STREETS SURROUNDING AIRPORTS  AIR QUALITY IS IMPACTED BY VEHICULAR TRAFFIC  COMPATIBLE LAND USE DECISIONS

SOLVE THE PROBLEM Links aviation markets to airports with excess capacity. Disperses traffic and air quality impacts. Creates strategic advantages for air carriers to move inland. Opens alternate funding opportunities.

MAKING A VISION REALITY

A Real Life Example: Stuttgart to Frankfurt International Airport, Germany

Germany has taken advantage of current transportation systems such as the German Rail Systems to link airports with high speed rail

It is approximately 126 miles from Stuttgart to the Frankfurt Air Rail Station

Passengers arrive at the Stuttgart train station, check their baggage get their boarding pass, board the train for a short 20 minute ride to the gate for their destination in Frankfurt.

The success of airports and rail systems is dependent on its reliable and easy access for passengers and airlines

System takes into account both financial and non-financial costs and benefits

The Fraport is Frankfurt’s answer to integrating Airport and Rail Services
