Some consideration to support at the ASEAN level (1) Systematic capacity building to strengthen scientific leadership among ASEAN leaders, HE institutions leaders and all academicians. Develop communication channelling among ASEAN countries supported by ICT system to strengthen collective understanding, common values, reciprocity principles and mutual recognition Mutual recognition increases trust among the parts and constitutes a step forward in the search for the best modalities to foster synergies and increase cooperation International collaboration based on partnership and mutual benefit that will strengthen universities’ excellences Sufficient funding from governments, the private sector and other funding bodies should be sought in order to enable and ensure effective implementation of national HE reform and ASEAN HE reform agendas.

Some consideration to support at the ASEAN level (2) Effective government regulation that allow universities to accelerate HE reform and ASEAN HE reform agendas Enhance the development of university-industry linkages and public private partnership to equip graduates with skills relevant to industries that operate regionally or internationally Empowerment of young generation (students, researchers, lecturers) to endorse national HE reform and ASEAN HE reform agendas
