Does the state provide or sponsor counseling and support services that are staffed to meet the demand, according to quality standards? Are complaint mechanisms in place and accessible for parents that relate to the services provided? Do competent authorities (social services, justice, health and education) coordinate services and processes in situations that require intervention, investigation and follow-up?
