The Plan Single funding System Single funding element with uplifts only for disadvantage and area New “Rates Matrix” with a maximum of 30 funding rates All rates expressed in pounds Move away from a focus on number of teaching hours to a system based on the right delivery model for the learner

ALN – The Problem? 8.1 million (24%) adults lack functional numeracy skills (Below Entry Level 3) 5.1 million (15%) adults lack functional literacy skills (Entry Level 3 or below) THIS IS APPLES AND PEARS

ALN – THE REAL PROBLEM 49% (16.5 million) of adults are Entry Level 3 or below in numeracy skills “Adults with skills below Level 1 may not be able to read bus or train timetables or check the pay and deductions on a pay slip” Source: 2011 Skills For Life Survey: Headline Findings

Tackling the ALN Crisis From Oct 2012, all Apprentices will take Functional Skills or GCSEs From Aug 2012, all Apprenticeship providers “will be required to support” Apprentices in progressing towards Level 2 English and Maths

Tackling The ALN Crisis SFL programs will be expanded to include and fund those who need GCSE English and Maths qualifications Pilot how providers can be funded on the basis of the distance a learner has travelled

Two Key Problems for Providers How Do We Deliver Functional Skills? How can we do so viably?

Conclusions Functional Skills can be delivered successfully as part of an Apprenticeship framework We cannot correct the failings of the school system for £175 per Aim We desperately need the detail behind the proposed changes in order to plan for their implementation
