What is Intelligent Transport System (ITS)? ITS uses communication technology in linking the roaduser (motorist, pedestrian, public transport passenger, commercial vehicle users), the vehicle and the road network into one system to enhance safety, comfort and efficiency. 3 main areas in ITS -traffic management and traffic safety (TMS) -traveler information systems (TIS) -vehicle control systems( VCS) (done by vehicle manufacturers)

What can ITS do? Improve road safety Make traffic flow more orderly Give advance information to travelers to plan their journeys

ITS implementation for a city ITS effectiveness may vary from city to city Hence it is wise to proceed step-by-step and learn along the way Improvements in technology are making some systems obsolete Costs of equipment are coming down as more cities adopt ITS

Staging of ITS, if starting anew 1 Work out an ITS blueprint based on needs 2 Stage into short term medium term long term 3 Follow technology search and make revisions as appropriate

Start-up for ITS –Set up ITS management structure Road Authority Improve traffic flow/enhance safety Police Authority Enhance safety/ensure obedience to laws Traveler Information Traffic Management Traffic safety Traffic Law enforcement Toll collection

Start up– set up equipment for automatic data collection of traffic volumes, speeds and for surveillance loopscameras CCTV (for surveillance )GPS receiver

How ITS is implemented Central computers in the control centre analyse the incoming data and decide on a) Traffic Control -traffic algorithms - operational procedures b) Dissemination of travel information by wired and wireless systems to travelers by -radio and television -Internet/smart phones -in-vehicle (on-board) computers -variable message signs along the road

Short term TMS - Area control of traffic signals on the urban road network using a central computer to oversee their operations Traffic lights at a junction have a “mind of its own”. If they are all far apart, then it does not matter. When they are close together, they have to be aware of what is happening at the next junction and act in “sympathy to provide a “green wave” for vehicles. Reduces rear-end accidents Green Wave

Short term TMS - Enforcement Illegal Parking Red light running Speeding

Short-medium term TMS Handling incidents on high speed roads From the control centre Use the surveillance system to detect incidents and accidents that occur Call out for assistance Send out required help to remove obstruction Forewarn approaching vehicles Main objective is to prevent secondary accidents caused by traffic congestion

Incident management Towing away obstruction Closing lanes Forewarning arriving vehicles

Medium term TMS - Parking guidance to off-street car parks within an area (prevents loitering,blocking lanes )

Short term TIS - Traffic condition information on the internet – Green, Amber, Red

Medium term TIS – More Traveler Information on internet and through smartphones An informed traveler makes better and safer choices

Medium term TIS- Buses – special signs and bus arrival information signs at bus stops and on the smart phone

Electronic toll collection already in use in India- there may be a need for common design standards

Long term Driverless(autonomous) vehicles Drones for delivery

Summary -A transport master plan for a road network, public transport network and a non- motorised network has been prepared for Amaravati -Many of what has been discussed on ITS is applicable to a “smart city” that Amaravati aspires to be -It is suggested that the transport master plan be complemented with an ITS blueprint
