Statutory Goals: Restore/Sustain Tax Base  Remove blight/prevent crime/clean/safe  Economic Development; Affordable Housing  Streets/other capital improvements  Historic buildings; Small Business  Parks/Recreation City/County Goals:  Quality of Life for Our Citizens 2

 If your CRA was traded on the stock exchange, would its share price be up or down?  Fund Type: Public and Privately held  Fund Profile: marketing, building, investing and leveraging on urban redevelopment projects  Term: up to 40 years  Would it be something that folks would buy in hopes of it increasing in worth?  Would investors be looking for immediate returns, or would they invest for the long haul?  Would it be Blue Chip, Small Cap, Growth?  Are your fund managers performing?  Are the managers getting what they need to add gains?  Are you getting the right prospectus information to make decisions? 3

Leveraging is what they are born to do…  Investments with the private sector is their mandate  If the city/county just wants to shuffle money, not statutory CRA mission  Recent Fiscal Impact Study on FRA site says for every dollar, 19 were returned on projects in S. FL  P.s. these were recession years!  CRA trust fund amounts add up to over $200 million this year statewide 4

 Effectively communicating about CRAs to the public, officials, media  Not taking time to tell the story, the history, add context  Data collection, reports  Touting success (it is legal, after all! )  Reinventing your CRA/activities/energy each fiscal year  Grassroots is essential, but leadership is key 5

 Projects/programs/purposes in Plan  Administrative and overhead expenses  Property acquisition/disposition  Clearance, preparation, relocation  Bonds/Debt  Affordable/other housing  Landscaping? Yes if in the plan  Signs? Yes if in the plan  Incentives? Yes if in the plan 6

 General operating expenses of city/county  Uses not described in Plan  Paying board members  Projects outside of CRA  AGO says CRAs should focus on “brick & mortar” projects, other things ok if in the plan and the district 7

 Governing body (City or County Commission)  Dept. of Financial Services  State Attorney  Florida Commission on Ethics  Joint Legislative Auditing Committee (JLAC)  Auditor General 8

 Education  Vision  Leadership  Plan the work, work the Plan  Passion for partnerships  Community support and trust  Patience/“guts” to stick with it  Wisdom to evolve and embrace the next opportunity 9

 Comprehensive resource for all info CRA  Redevelopment resources other than CRAs  Economic Development resources  News Clips, Before and After, Award Winners  Projects, projects, projects – all online  Compliance and Reporting  Annual Conference Oct Orlando  Legal opinions  Best Practices and Tech Asst. 10
