Rainer Strenge Federal Waterways and Shipping Administration, Germany Traffic Technologies Centre Services for Inland Shipping 13th INTERNATIONAL VTS SYMPOSIUM KUALA LUMPUR, MALAYSIA 8-12 AUGUST 2016

Federal Waterways  23,000 km² maritime waterways  7,300 km inland waterways  5,100 km main waterways (class IV and above)  Waterway categories according to the amount of transport, red ≥ 5 million tons  450 lock chambers, 31 lock operation centres  5 inland VTS centres 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

Accident TMS Waldhof on the Rhine 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

Inland VTS Centres The 5 Inland VTS Centres of Germany serve as point of contact for shipping. Major task is to provide the central nautical information service (NIF) via VHF radio:  Information Service: Receiving and disseminating of notices (frequently and single announcements) of the Waterways and Shipping Administration about  incidents and calamities  temporary obstructions in the fairway, malfunctions of aids to navigation etc.  short-term changes of lock operation times  restrictions in navigation caused by weather conditions, water levels, ice etc.  Responding to general requests from shipping  Responding to emergency calls, issuing first measures, reporting to responsible bodies (fire brigades etc.)  Receiving and processing of reports from shipping for the Reporting and Information System (MIB) Goesselthalmuehle Oberwesel Duisburg Magdeburg Minden 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

Inland VTS Centres  Other traffic-related tasks (e.g. Oberwesel inland VTS “gorge section”, light signal system)  Other non-traffic-related tasks (e.g. water level management for Main-Danube canal by Goesselthalmuehle inland VTS)  24 h/ 7 days operation of all centres  Staffing differ according to the responsible area, Oberwesel VTS: 3 operators per day, 2 operators during night shifts  Training is done on the job basis, radio licence, nautical background, good knowledge of the assigned river stretches Magdeburg Minden Oberwesel 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

River Information Services (RIS) Definition: ‘river information services (RIS)’ means the harmonised information services to support traffic and transport management in inland navigation, including, wherever technically feasible, interfaces with other transport modes. RIS do not deal with internal commercial activities between one or more of the involved companies, but are open for interfacing with commercial activities. DIRECTIVE 2005/44/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 7 September 2005 on harmonized river information services (RIS) on inland waterways in the Community 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

Current RIS Applications Information Services  NIF – nautical information service via VHF-radio  VTS – „Gorge section“ – Information's about traffic by visual aids  ELWIS – Electronic Waterway Information Service (internet service) Management Services  On Board  Inland ECDIS  Inland AIS  On Shore  MOVES – lock management service  MIB – Reporting and Information System for calamity abatement 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

ELWIS - Electronic Waterway Information Service ELWIS access in 2013:  51,3 mil. visited the ELWIS homepage.  3,2 mil. s sent.  263 ELWIS- authors provided data. 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

Reporting and Information System - MIB  Mandatory reporting and information system along the rivers Rhine, Moselle, lower Main and the western German canal network for calamity abatement support;  Rhine river: reporting required for vessels carrying dangerous goods, tankers, vessels with a total length exceeding 110 m, formations, passenger vessels, sea-going vessels, special movements, vessels with a LNG system on board and container vessels;  Reporting via VHF radio, telephone, fax or by electronic messages (e.g. BICS);  Since 1995 ongoing system modifications according to changes of relevant traffic regulations;  Cross-border data exchange, connected to IVS system of the Netherlands. 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

Reporting and Information System - MIB MIB report contains a) Type of ship b) Ships name c) Position, direction d) unique European Vessel Identification Number (ENI), seagoing vessel IMO-Number e) Tonnage f) Length and breadth of vessel g) Type, length and width of Formation h) draught (on request only) i) Sailing plan j) Port of loading k) Port of discharge l) Dangerous goods (UN-Number) m) 0, 1, 2, 3 blue lights / cones n) Number of persons on board o) Number of containers on board (for the Rhine only) Reporting point 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

 Central application for all major waterways  Configurable and scalable  Modular architecture linkable with other services, e.g. lock management, waterway charges  Use off Cross-boarder unified reference data (e.g. ADN)  Definition of interfaces and data exchange with external bodies Planned Successor System to MIB - NaMIB 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

Lock Management Service Current lock management system at the Moselle river based on MIB data Test system at the Danube river 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

VTS – “Gorge Section”  Rhine river stretch with narrow bends, low available width of navigating channel, high current;  Radar monitoring and light signals to inform vessels about oncoming traffic. 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

TEN-T Project CoRISMa RIS enabled Corridor Management 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

Conclusions  In Germany a number of services under the framework of the European RIS (River Information Services) Directive (2005/44/EC) have been introduced in order to support inland shipping;  A successor to the Reporting and Information System (NAMIB) and an enhanced lock management application are at a development stage. Such services will benefit from cross-boarder exchange of AIS position data;  With regard to incident/accident responding inland VTS centres play a fundamental role by serving as focal points and to initiate first measures;  To support rescue and emergency forces the provision of ships and cargo data are a prerequisite to ensure appropriate measures. 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany
