State Tenure Law Changes and the Dearborn Teacher Evaluation Program Presented to the Dearborn Public Schools Board of Education: By Chris Sipperley and Glenn Maleyko, November 28th, 2011

Legislative Changes  Rating scale on teacher evaluation must include 4 categories, ineffective, minimally effective, effective, and highly effective  Changes tenure to 5 years unless a probationary teacher receives highly effective on 3 annual evaluations, then it is 4 years for probation  Tenure only granted after receiving effective or highly effective rating 3 years in a row.

Legislative Changes  Evaluation must include student growth data by %, %, %.  Governor Committee on Student Growth and Assessment. -Convened on October 31st, Recommendations are due by April 2012.

Legislative Changes - Individualized Development Plan (IDP) goals developed for all 1st year probationary teachers or any teacher rated minimally effective or ineffective on most recent evaluation

Three Plans in the Dearborn Evaluation Tool  Teachers in Dearborn participate in the evaluation process by entering one of three plans.  Plan I for probationary teachers  Plan II for effective or highly effective tenured teachers  Plan III for ineffective or minimally effective tenured teachers).

Plan III  3 Phases  Awareness  Assistance (3 reporting stages recommended)  Disciplinary The recommended timeline is 30 calendar days between each phase and report

Observations  Performance evaluations must include classroom observations. MCL  The observer must review  1. Lesson Plans  2. State Curriculum Used  3. Pupil Engagement

Overall Changes  Attendance will be reported on the evaluation template for informational purposes.  Student Growth Must be a significant Part of the Evaluation  We have created a revised standards of effective teaching rubric to comply with the four ratings; highly effective, effective, minimally effective, and ineffective.
