Proposed Conditions 1.The Planned Unit Development (PUD) shall allow for a 11,200-square-foot thrift store, a 1,400-square-foot training center, and a homeless shelter including the Grace House and four 2,376-square-foot duplexes as outlined on the Master Plan date-stamped received March 21, 2016 by the Land Development Division. Construction shall take place in accordance with the criteria and requirements of the Citrus County Land Development Code, including LDC Section 3745, Design Standards for Small Non-Residential Projects, unless as specifically outlined within these conditions or the Final Development Plan. 2.The PUD shall terminate seven years from the date of approval by the Board of County Commissioners. 3.The Thrift Store must meet the requirements of Section 3745, Design Standards for Small Nonresidential Development Projects for the following sections; building facades along W. Grover Cleveland and S. Alabama Ave., materials, entryways, roof treatment, parking areas, foundation landscaping, exterior lighting, signage, outdoor storage/sales, dumpsters, mechanical equipment and ground area coverage. As outlined in the Master Plan the following deviations are granted: Building facades along S. Kings Ave; specifically facades and façade detail features sections. Pedestrian circulation; specifically allowing one bench at each customer entrance and no sidewalks connecting to the public right-of-way. Landscaping-parking areas; specifically allowing for 200 square foot landscape islands.
Proposed Conditions 4.The Training Center is granted a deviation from the requirements of Section 3745, Design Standards for Small Nonresidential Development Projects for the following sections as outlined in the Master Plan: building facades, materials, entryways, roof treatment, pedestrian circulation, parking areas, landscaping, exterior lighting, signage, outdoor storage/sales, dumpsters, mechanical equipment and ground area coverage. 5.The project must be served by central water and central sewer. 6.The site and stormwater management design must meet the requirements of the Citrus County Land Development Code in effect at the time of permitting. 7.A Tree Preservation Plan must be submitted and approved at the time of permitting. 8.All exterior lighting shall be positioned, shielded and hooded so as not to illuminate adjacent properties. 9.Landscaping and design and maintenance shall follow the principles of Florida Friendly Landscaping™ and the Florida Yards and Neighborhoods (FYN) Homeowner Program to reduce water use and fertilizer runoff. Turf grasses and landscape vegetation shall be common to the area and drought tolerant. 10.The outdoor display areas are limited to the display of fire wood for sale at the thrift store. No structures are allowed to be placed in the outdoor display areas. A deviation is granted to allow the outdoor display areas to be located within the required building setback.
Proposed Conditions 11.The outdoor car repair training area is limited to the repair or detailing of automobiles and passenger trucks at the training center. No structures are allowed to be placed in the outdoor car repair training area. The vehicle type is limited to passenger vehicles such as cars, sports utility vehicles and passenger trucks. A deviation is granted to allow the outdoor car repair training area to be located within the required building setback. 12.The project will provide a minimum 15-foot wide Type C Buffer along the north, south, east and west property boundary. A deviation is granted for a portion of the west buffer near the thrift store to accommodate five parking spaces. A deviation is also granted for a portion of the east buffer to accommodate the required Fire Department turn-around area. Existing trees and vegetation will be preserved as part of the buffer area with additional plantings installed as necessary to meet the Type C buffer standards. 13.At time of permitting for each phase, the applicant will need to demonstrate that standards of the LDC have been met, including but not limited to parking, access, stormwater, and utilities for the particular phase. 14.Where standards are not specified herein, the Citrus County Land Development Code standards (or current code standards) will apply. 15.Minor modifications to this Planned Unit Development may be approved by the Director of the Land Development Division as outlined within Section 4304, Modification of a Previously Approved Planned Unit Development, as specified in the LDC.
