Recruit, Train, and Educate Airmen to Deliver Airpower for America Facility Project Definitions “Maintenance” AFI defines maintenance as “recurring, day-to-day, periodic, or scheduled work required to preserve real property facilities, systems, or components and prevent premature failure or deterioration, so these may be effectively used for their designated purposes. Maintenance does not change the function of a facility.” Everyday-Life Example: Change the oil/oil filter and air filter in a car Facility Example: Application of “protective coatings” or “sealants” Removal of rubber from a runway Replace facility air filters 4

Recruit, Train, and Educate Airmen to Deliver Airpower for America Facility Project Definitions “Repair” AFI defines repair “to sustain or restore real property and real property systems or components to such condition that they may effectively be used for their designated functional purposes. Repair does not change the function of a facility. Repair does not normally increase the capacity, volume, or footprint of a facility, although repair may result in greater usable floor space due to reconfiguration of the interior of a building.” Everyday-Life Example: Sustainment repair – replace an engine at the end of its useful life Restoration repair - replace an engine before the end of its useful life because it was not maintained Facility Examples: Replace a roof that is at the end of its useful life (sustainment repair) Replace an air conditioning system that failed before the end of its useful life because it was not properly maintained (restoration repair) Installation of exterior appurtenances to comply with building codes and access laws (e.g., fire escapes, elevators, etc.) 5

It includes erecting, installing, or assembling a new facility; adding, expanding, extending, or converting an existing facility; or relocating an existing facility.” Everyday-Life Example: Build a new house or add a room to an existing house Facility Examples : Expand any part of a facility’s foundation beyond its current footprint and elevation Install air conditioning in a room that does not have air conditioning Converting a facility from one functional purpose (i.e., dormitory) to another functional purpose (i.e., administrative facility) Funding source for construction up to $1M – O&M Funding source for construction exceeding $1M - Military Construction (MILCON) 6

Recruit, Train, and Educate Airmen to Deliver Airpower for America Changes to the Air Force’s O&M Project Program Process Funding: Pre-2013: All facility Sustainment, Restoration and Modernization (O&M) projects were funded through Major Commands (MAJCOMs) 2013 – 2015: Facility sustainment repair (above $5M) and all restoration repair funded centrally; MAJCOMs funded non-central projects at end of year (to include sustainment maintenance) 2016: All facility sustainment repair and restoration repair projects are centrally funded; sustainment maintenance funded by Air Force Installation and Mission Support Center Build Process: Base submits projects MAJCOMs MAJCOMs integrate base priorities to build 1-n project list Air Force integrates MAJCOM priorities to build 1-n project list 2-year project program; fund designs in current FY for ‘construction’ in next FY 7
