PARTICIPATORY PROCESS 4 different meetings of the Expert Committee

PARTICIPATORY PROCESS 4 different meetings of the Local Forums

PARTICIPATORY PROCESS Workshops, training, dissemination, awareness raising…

CURRENT STATE OF THE LOCAL ENERGY PLAN Consolidation of the diagnosis and the energy plan in an unique document: ACTION PLAN FOR ENERGY SUSTAINABILITY OF THE CITY OF VILA-REAL. Revising contents and eliminating unnecessary information. Approval of the final version by the 4 th Expert Committee and the 4 th Local Forum. Establishment of planning and roles for the implementation of the Plan. Definition of decision-making process, stakeholders in every action, funding schemes and prioritization of the different measures.

CURRENT STATE OF THE LOCAL ENERGY PLAN (II) Designating the recently created Local Energy Agency as the organization responsible for its direct implementation. Creation of a monitoring structure: –Under the responsibility of the new energy agency. –Yearly revision of the plan running by the Local Forum and the Expert Committee. Some actions have been already started: –Energy saving in street lighting. –Bicycle rental service. –Elaboration of a transportation plan for sustainability. –Diagnosis in public buildings. –Creation of the Local Energy Agency.

SUMMARY OF THE FINAL PLAN Analysis of the research area Analysis of Vila Real energy consumption Analysis of the energy resources Analysis of the Infrastructure Urban planning, Climate Change Tools for promotion. Subsidies in energy saving and Renewable energy (specially wind energy)

Vila Real Energy Model Research Areas Municipal energy consumption (varied municipal functions, diverse decision-making centres, use of different energy sources) Significant population growth Main economic sectors (4 983 companies, 14 of them dedicated to renewable energy 1. INDUSTRY (Ceramics) 2. AGRICULTURE (Citrus fruits)

Vila Real Energy Model Vila Real Energy Consumption Vila Real’s energy consumption is different from that in the rest of the Autonomous Community of Valencia 64% of electricity is used by the industrial sector (35%-55% in the rest of Valencia) Energy comes primarily from natural gas, electricity, and oil derivatives Little use of renewable energy sources

Vila Real Energy Model Renewable Energy Sources Biomass: waste matter from the forestry, farming, processing, livestock and biofuels industries, and urban organic waste. Special potential for future use of this resource in Vila Real.Solid waste Solar energy: thanks to the geographic and climatic conditions. Roof installations Mini hydraulic Wind energy: in small to medium sized plants, but further feasibility studies needed

Vila Real Energy Model Urban Planning, Energy and Climate Change Criteria for energy saving in buildings: Orientation of façades Shade Layout and size of streets Materials Reduction in water consumption, use of rain water, wastewater treatment Reduction in upwards projection of streetlights Reduced CO2 production

Action Plan. General Goals Reduce production of CO2 at local level to boost competitiveness and improve quality of life Increase local energy production using renewable sources Decrease energy consumption while maintaining production, comfort and mobility

Action Plan.Specific Goals Establish a model for sustainable energy planning Promote energy efficiency in Vila Real Promote the use of renewable energies in Vila Real Develop a new energy culture and attitudes

Strategies. Zero CO2 Sign European Covenant of Mayors Achieve Zero CO2 emissions by 2020

Strategies for Energy Saving, Energy Efficiency and Renewable Energy Promote installation of renewable sources in the town Promote measures and technologies to improve local energy efficiency Make mobility more sustainable in the town

Awareness and information Strategies Sustainable behaviour Education and training

Programmes of Action Renewable Energy Energy efficiency and saving Sustainable mobility Dissemination Training

Sectors Industry: ceramics Construction Public buildings and facilities Services Transport Agriculture Households

Implementation The Vila Real city council has set up its own Energy Agency to implement the aforementioned projects. The resources used and needed for its establishment have been supplied by the city council. EASY project has been crucial for the energy planning of the City. However, the most important challenges still are waiting for us. Our work starts today.
