PHASE 1 DECEMBER 2015 – APRIL 2016  DEVELOP PROCESS PRINCIPLES  POPULATE WORKGROUPS  GATHER DATA AND INFORMATION  DEVELOP WORKGROUP PLANS

PHASE 2 MAY 2016 – MARCH 2017  IDENTIFY DESIRED SERVICE OUTCOMES  REDESIGN MODELS TO DELIVER SERVICES  DEVELOP METHODS TO DEMONSTRATE REDESIGNED SERVICE MODEL EFFECTIVENESS

PHASE 3 APRIL 2017 – MARCH 2018  ANALYZE AND DEMONSTRATE EFFECTIVENESS OF SERVICE MODELS  DEVELOP NEW MODEL IMPLEMENTATION PLANS  DESIGN NEW SYSTEM ADMINISTRATION MODEL  DELIVER FINAL PROJECT RECOMMENDATIONS TO THE PLSR STEERING COMMITTEE

PHASE 1 COMPLETED  Workgroups Formed  Chapter 43  Consulting  Continuing Education  Delivery  Electronic Resources  Inter-library Loan  Integrated Library Systems & Discovery  Resource Libraries  Technology

PHASE 1 COMPLETED  Workgroups consist of:  Workgroup leader, facilitator and members  Liaisons from the Steering Committee and the Department of Public Instruction  Project manager  In addition, library community review panels and experts/partners will be consulted as needed by workgroups.

PHASE 1 COMPLETED  Workgroups representation – 150 people total applied  31 system staff  27 public library staff from libraries that are not resource libraries  22 public library staff from resource libraries  3 academic librarians  2 K-12 librarians

PHASE 1 COMPLETED  Data and information gathering  Collection of documents from systems & DPI  Wisconsin library law review  Comparative survey of system members  Survey of system activities  Out-of-state information gathering  Budget comparison

WORKGROUP PROCESS  Identify desired service outcomes  Review data and information  Design service model prototypes  Demonstrate models and gather feedback to develop model recommendation  Design system administration structure  Develop model implementation plan

PROJECT PRINCIPLES  Communication is critical for the success of the process.  The process relies on openness and trust from all participants.  Information and data should be the bedrock of the process.  Outside expertise will add credibility and weight to the outcome.  Ownership of the process must belong to the wisconsin library community.

PROJECT CHALLENGES  Addressing the emotional aspects of the project  Perceptions that the process is about money, not service  Perceptions that this process won’t result in anything different  It will be difficult to do this right and be inclusive of all  Demonstrating model effectiveness

DESIRED PROJECT OUTCOMES  Consideration of stakeholder benefits  Balance between choice, flexibility, and standardization  Models that allow for growth and encourage innovation  Partnerships & collaboration  Maximizing resources  Improved service  Service equity
