 State coordinating and governing boards of higher education with student unit record systems  58 systems will be invited to participate  9 states have more than one SUR system: CA, FL, MN, NY, NC, OR, VT, WA, WY  Does not include Delaware, Iowa, Michigan, Nebraska, or New Hampshire

 Between December 2008 and April 2009, SHEEO convened a series of State Data System Expert Advisory Panel meetings  Invited representatives from SHEEO agencies, higher education coordinating and governing boards, labor, and K12  Over 100 participants from across the country with data system expertise

 Discussions focused on:  Purpose and goals of state data systems  Desired functionality and characteristics  Value of collecting various data elements  Complexities of modifying state data systems for coordinating and governing boards  Increasing access to unit record data while protecting student privacy  Importance of building relationships to allow states to link from pre-K to the workforce

 Expert Advisory Panel Meetings  Informed State of State Data Systems Study  Report shall include recommendations for building basic, mid-level and sophisticated state data systems  State of State Data Systems Study  Release web-based survey on June 1, 2009  Surveys due June 30, 2009  Data analysis from June through August  Issue final report to NCES September 15, 2009
