NF Marina Item 16b a Joint Presentation of We ARE Marina del Rey The Boating Coalition Boaters for Dana Point Harbor

ACTION REQUESTED CONTINUANCE should be heard with Master Waterside CDP which includes this marina and after Marina Workshop held OR DENIAL CDP is inconsistent with Sections 30210, And of Coastal Act and CEQA

Misleading Slip Counts/Ratios Project is a 253-Slip Facility per NF Marina website Staff report shows only 230 slips + 11 end-ties What is true slip Count? Slip Loss %? Mix of slips? Let’s Find Out

Corrected Slip Sizes with End-ties If 11 end-ties fitting 2x 40 ’ boats included Table 3. Vacancy Rates April, 2009 includes 109 vacant slips at Esprit 1 counted by We ARE Marina del Rey on July 2, 2009 but excluded From LA County figures Slip Length 25 ’ & Under 26-30ft32-38ft40+Total Existing Proposed Change Table 3. Vacancy Rates April, 2009 includes 109 vacant slips at Esprit 1 counted by We ARE Marina del Rey on July 2, 2009 but excluded From LA County figures Per Staff Report If 11 end-ties fitting 2 40 ’ boats included Slip Length 25 ’ & Under 26-30ft32-38ft40+Total Existing Proposed Change

Corrected Slip Ratios with End-Ties

LOSS OF SMALL SLIPS <35’ 23 to 46 slips eliminated in NF Marina project including 30 under 35 feet 840+ total loss of small slips proposed in Master CDP LCP Review Recommendation – no reduction in boat slips 35 feet and below Commissioner Kruer in 2003: “You can’t keep doing this, you can’t keep reducing these slips.”

Reception area Reception Villa Del Mar Marina California Yacht Club Loss of Affordable Slips LOSS OF SMALL SLIPS <35’ Del Rey Yacht Club Loss of Affordable Slips Dolphin & Panay Marinas Loss of 50 Slips Espirit 1 Loss of 249 Affordable Slips Marina Harbor Loss of 353 Affordable Slips Loss of 111 Affordable Slips

Piecemealing/Cumulative Impacts CDP being piecemealed in contradiction to Coastal Act and CEQA NO cumulative analysis of overall slip loss and coastal access provided Section : Coastal Act requires review of cumulative effects of past/current/future projects

Reasons for Slip Losses ADA guidelines (12 ADA slips per 1000 slips) Implementing required DBAW standards (their new gospel) Market Demand for larger slips combined with high vacancies in small slip

DBAW GUIDLINES In this Marina project, 19 slips will be lost due to implementing DBAW Guidelines Slip redevelopments have occurred meeting DBAW without slip loss (Santa Barbara and Silvergate) Staff report contains no analysis of why slips must be lost because of DBAW guidelines Marina Workshop needed to discuss slip redevelopment issues facing California

Demand for Small Slips/Boats Staff report inconsistent. There is a demand, there isn’t a demand? New trend in boating towards smaller, affordable slips Relies on faulty slip study/Vacancy rates data

Boating Industry Experts Saying That They Must Return to Building Smaller Boats "For years, as long as I've been in the industry, everybody was working to build bigger and bigger and bigger boats and it's interesting to hear that it's kind of moving in the other direction, and I think it needs to. We've got to build what the market wants and right now it wants smaller boats." National Marine Manufacturers Association President, Thom Dammrich November 2010

Boat Builders Saying We Need To “Keep Boating Affordable” “It's important for the industry as a whole to keep boating affordable. Those who can help make boating more affordable - they're going to win in this market." Steve Tadd, Director of Marketing Elkhart, Ind.-based Nautic Global Group Builds Rinker, Hurricane, Polar Kraft and Godfrey Boats November 2010

Slip Pricing & Vacancy Study Slip Study - did not collect own data – Vacancy rates were self-reported by lessees/Dept Beaches & Harbors Excludes Esprit I- which had 60% vacant large slips for 2009 Vacancy rates calculated incorrectly (small slips vacant divided by all slips in Marina instead of all small slips) Although anomalies for vacancies in small slips are highlighted (ie because dock is redeveloping), these factors are not reflected in making overall study conclusions End ties not included in study, why not?

True Vacancy Rates Picture Vacant Slips 35 & Under Total # Slips 35 & Under Vacant Slips 36 & Over Total # Slips 36 & Over 3013, *1,426 Vacancy rate: 9.1%Vacancy rate: 10.5% Includes 109 vacant slips at Esprit 1 as counted by We ARE Marina del Rey on July 2, 2009 Per We ARE Marina del Rey, April 2009 Table 3. True Small Slip Vacancy Picture Most small slip “vacancies” are located in marinas that: – Are proposing to redevelop – Have increased slip fees 10-60% – NOT renting vacant small slips

Public Amenities Project does not provide any general public amenities like benches, picnic tables, public parking or restrooms This and other “fingers” of the Marina should become an extension of the California Coastal Trail that already goes around the Marina exterior

Current Access Way – No Public Amenities Offered

Mitigation/Feasible Alternatives the “in-leiu-provision” of one 30’ slip value for youth boating is not relevant and has nothing to do with loss of slips Dry stack storage not sufficient mitigation – – some boats cant be stacked – Dry stack projects not approved Feasible alternatives such as alternative dock reconfigurations have not been reviewed or provided

Boats in the Slips Proposed To Be Cut Dry Storage Infeasible

Best Alternative Double-Berth Slips Not Proposed by Applicant Boaters stated that they like the double-wide slips in newly renovated harbors like Santa Barbara
