GOVERNMENT OFFICE FOR THE SOUTH WEST South West Public Health Observatory GOVERNMENT OFFICE FOR THE SOUTH WEST South West Public Health Observatory NDTMS  Refers to the process of collecting, collating and analysing information from and for those involved in the drug treatment sector  NDTMS is a development of the regional drug misuse databases (RDMDs) put into place in the late 80s. Responsibility was handed over to the NATIONAL TREATMENT AGENCY by DOH in 2003  Works within the context of the government’s National Drugs strategy (updated in 2002) - 4 aims of which treatment and harm minimisation is one.
