May 18, What is a Sanitary Sewer Lateral? The sanitary sewer lateral is the section of pipe that connects your home to the Wentzville's sanitary sewer main. This is how your sanitary waste is carried away from your home. Wentzville

Reasons for a program Public Safety – Sanitary back ups in basements can lead to health issues. Environmental Concerns - A broken or clogged lateral can lead to waste water getting into our streams, and lakes. Community Stability – Inability to pay for major repair costs can lead to vacant homes or foreclosure Public System Performance – broken laterals can lead to inflow and infiltration into the public sanitary sewer system. I & I can cause back ups in basements, manholes overflows and uses up available treatment capacity. 3May 18, 2012

Enabling Legislation RSMo If approved by a majority of the voters voting on the proposal, any city, town, village or county on behalf of the unincorporated area, located either within the boundaries of a sewer district established pursuant to article VI, section 30(a) of the Missouri Constitution or within any county of the first classification having a charter form of government may by city, town, village or county ordinance levy and impose annually for the repair of lateral sewer service lines on or connecting residential property having six or less dwelling units a fee not to exceed fifty dollars per year. 4May 18, 2012

Other Cities with Programs St. Charles County: St. Peters, St. Charles City, and O'Fallon currently have programs. St. Louis County: nearly every municipality has a lateral program. The structure of each program is slightly different. 5May 18, 2012

Cost Per RSMo : The maximum that can be assessed is $50/year. The assessments in other municipalities varies from a low of $5 to the maximum of $50. The majority are at $28 per year with several Cities currently imposing temporary reductions due to fund balance surplus. 6May 18, 2012

What do other programs allow? There is little consistency in lateral programs. Main Differences:  Will there be an application fee? Likely Yes ~ $300  What will be covered/excluded? Repairs and restoration of a typical yard will be covered. Repair of disturbed secondary structures, pools, extensive landscaping, etc. will not be covered. $7,500 max reimbursement likely.  Will there be a deductible or benefit %? Likely 100% reimbursement of covered costs.  Will the City administer contracts? City will provide bidders list and form contracts. Property owner will get 3 quotes, and be reimbursed by the program an amount equal to the lowest quote. 9May 18, 2012

History of Sewer Laterals in Wentzville Clay tile is the most prevalent material for failing sewer laterals in the City’s system. PVC materials are the most commonly used since the early 70’s and have very few failures due to the materials. Less than 9% of the City’s 200+ miles of sewer mains are of clay tile materials. All sewer laterals in Wentzville had been 4” PVC starting in 1972 and increased in size to 6” PVC in May 18,

Water Service Program May 18, The Water Service Insurance Program will be structured much like the Sewer Lateral Insurance Program. This program is Newly authorized by the State Legislature for St. Charles County. Staff is still developing policies, but the fee is expected to be less than $12 a year.
