What does the Secretariat do? ● The ccTLD Secretariat: – facilitates support and communications between all ccTLDs – manages Discussion Lists – maintains and keep it up to datewww.wwtld.org – keeps ccTLD managers informed on issues that are of interest to them – organises wwTLD meetings at ICANN :- ● Books and pays for meeting rooms – provides copying and similar support services as needed
Requirements of the ccTLD Secretariat ● The ccTLD Secretariat should have: ● Good written and spoken English ● Be a good communicator; and have ● Appreciation of multi-cultural issues ● The Secretariat should be – Accessible ● Able to respond to and telephone enquires in an efficient manner – Respected ● Experienced and qualified (with web design, technical, organisational and secretarial skills)
Competencies ● The Secretariat should have: – Good understanding of internet related organisational and technical issues; and be – Accurate and correct, paying attention to details, yet maintaining an overall picture; remaining – Responsive and attentive to the needs of its 'customers'.
Neutral ● Secretariat must be neutral – Trusted by all ccTLD Managers – Not part of any 'political' process or scheme – Secretariat should serve ccTLD interests community irrespective of whether DNSO, ccNSO, or any organisation, and should not be able to be captured by a particular interest group.
Goal ● Ensure provision of required services to standard required by 'customers' – Customers are: ● All ccTLD Managers ● Attendees of meetings ● Those who rely on Secretariat for information (e.g visitors to ● By demonstrating independence and impartiality, to engage ccTLD managers and other sponsors to provide the needed resources (e.g. funding).
Present Situation ● Small amount of money left by Abishak (ca. EUR/USD 5000) ● Forwarded to NR and EP and held in a 'trustee' position ● Decision to use that for 'temporary secretrariat' until Carthage + 7 days. (RFP and 'acquiescence' of AdCom). ● No ccTLD Secretariat after second week in November.
Don't know what you got... ●... until it's gone. ● Development of ICANN Reform, ccNSO &c means that it is still very important that 'room is booked, coffee is ordered', audiocasting, publishing &c ● Even more imporant to have support services during a transition period.
Alternative to secretariat ● Do nothing ● Have no meetings ● Don 't bother coming to ICANN ● Don't take part in ICANN at all
TINA ● Alternative is no alternative ● Would prejudice all interested parties – pro ccNSO – The 'not yets' – anti ccNSO – The 'don't cares' ● How many people DON'T think the secretariat function is useful?
Funding ● Voluntary funding from ccTLDs ● Sponsorships – This time Verisign, New.Net and Afilias (THANK YOU!!!) ● Gate money (Have you paid your EUR 100/USD 100 to Andy Lane?) ● Without adequate funding, secretariat will struggle or fail.
