P / 1 The Goals: Permit and improve the transportation of at least one passenger with reduce mobility. Justification: The action proposed by the manufacturers is justified by two main reasons: – At a french level in the context of the February 11th 2005 Law relating to « the equality of rights and the chances for the handicapped people to participate in ordinary life as for all citizens». Nb: the definition of a « handicapped person » included in the works carried out in France is that which has been validated by the European Parliament on the 14th of february The experimental Norm XP R had been issued in August –At an european level the introduction of wheel-chair accessible vehicles is included in annex XI of the WVTA Directive Taxis for handicap use Automotive Manufacturers and Adapting Vendors French Car Manufacturers and Body builders Brussels

P / 2 The Basic Reasons –The transportation of one handicapped person in a given vehicle –Retain the principle of 3 categories of vehicles shown in the french experimental Norm: Type 1: a standard vehicle with specific ergonomic characteristics. Type 2: vehicle equipped with a movable seat ( pivoting and sliding) which permits handling a person outside of the vehicle and bringing him or her into the vehicle. Type 3 : vehicle providing access and hence transportation to a person in a wheelchair. General Goals –Ensure putting on the road, in a short space of time, optimized taxis in the following conditions: Maintain multi user capability Conserver ( all types of passengers and private use) Little extra cost over a standard vehicle (the specific equipment can be recovered and used again). Maintain the standard vehicle trade-in value.

P / 8 Type 3 : vehicle providing access and hence transportation to a person in a wheelchair This type of vehicle embodies the real innovation of the Norm –The abiding principles which have led to its definition are the following: Possible access to parking areas and tunnels in stations and airports, where overall height is limited to 1,90m. ( including administrative derogation for TAXI sign ) No structural changes which might affect the integrity and conformity of the vehicle particularly as regards vehicle safety features. Highly adaptable use, with minimal on-cost, maintained trade-in value. (as in types 1 and 2) –Manufacturing lay-out: Vehicle with automotive manufacturers pre-equipment Extra equipment supplied by special homologated vendors: –Ramp or lift –Interior wheelchair fixings –Pulls/handles and special signings Among the specialized french vendors on we can mention: Gruau, Durisotti
