The Fully Networked Car Geneva, 3-4 March STANDARDS ROUNDTABLE Gérard SEGARRA Telematics Expert, Renault ETSI TC ITS WG1 Chairman Member of C2C-CC Steering Committee CEN - ETSI ITS STANDARDIZATION

The Fully Networked Car Geneva, 3-4 March European ITS Standardization Context o Needs to serve Societal & Business objectives Societal Context Societal Objective (S.O) Business Objective  Almost 40,000 deaths on road (EU 27)  1.7 Million injured persons (EU 27) Road Safety Traffic Efficiency Management =  10% of EU road network dayly congested  12% of EU CO2 emission from vehicles ROI Deployment strategy based on a Pack of services:  Enabling medium / long term satisfaction of S.O  While ensuring some short term stakeholders’ ROI Thresolds

The Fully Networked Car Geneva, 3-4 March ETSI / CEN Approch and Target o Standardization focus on a Basic Set of Applications and its required supporting telecommunication functions Road Safety Traffic Efficiency Management Comfort Services Facilities Network / Transport Network Access Security Management CEN – ETSI Minimum Set of Standards MATRIX E.C Mandate M/453 Conformance & Interoperability testing Is a major issue to be considered Applis Functions

The Fully Networked Car Geneva, 3-4 March Standards for an Industrial ITS Deployment o European standards development consistent with ITS co-operative systems deployment in Europe European Commission ITS Action Plan European Standardization PD C A Deliver TS Assess TS (FOT & International) Deliver Harmonized EN H.EN Research Results M/453

The Fully Networked Car Geneva, 3-4 March Key rôle of the Automobile Industry Steering Committee  AUDI  BMW  DAIMLER  FIAT  HONDA  OPEL  RENAULT  VOLVO  VW Technical Committee OEMs + Suppliers +… WG Analyzes Proposed Standards, Assess them in projects Contribute to propose & develop standards

The Fully Networked Car Geneva, 3-4 March Conclusion / Recommendations o Need of a Public – Private Partnership for the development of standards through an efficient CEN – ETSI Co-operation. o A required Minimum Set of Standards shall ensure interoperability accross Europe. o European Standardization shall be in line with the European co-operative system deployment strategy. o International harmonization is required. But Europe shall be able to develop a consistent and stable offer to put in the balance. This does not preclude some early convergence work.
