AIAA Topic: AIAA Governance AIAA Governance was established 50 years ago with the merger of the American Rocket Society and the Institute of the Aeronautical Sciences Four main Elements Articles of Incorporation: The legal establishment of AIAA as a 501(c3) in the state of New York. – AIAA has to follow laws of New York that relate to non-profit operations Constitution: Outline of the structure and some level of policies. – Very prescriptive and detailed operational information included – Need a quorum of 15% of membership to vote to change Constitution. – Of those who vote (15% or more) two-thirds, must vote yes, for a change to carry By-Laws: Outline of some policies, operational information and roles and responsibilities – Board can change the By-Laws – Some overlap between content in By-Laws and content in Constitution Policy and Procedures: – Operating information including process and guidelines – Can be changed by Board or appropriate committees depending on the level of the policies and procedures 6
AIAA Topic: AIAA Governance An Amended Constitution was proposed on the 2016 ballot Over 4400 members voted or 20.7% of the membership voted. Exceeded the required 15% threshold. Amended Constitution passed with 91.8% approving of the change The changes will not be implemented immediately From Jim Albaugh’s letter… The Board will be discussing a transition plan at the June meeting. It is likely that we will slowly, over a period of a few years, move into the new system. Jim Maser will guide AIAA through the transition. – He will continue to communicate frequently—and be transparent about—the progress of the evolution. AIAA Topic: Overview of TC/PC Clean Sheet Analysis SciTech 2015 TAC Meeting Asked to look at look at a “Clean Sheet” of the TC/PC structure “We need to look at the problem from the standpoint of what the new model SHOULD be to best serve the members and the Institute. AIAA Topic: TC/PC Trends Membership TCs – Current Membership: 2516 people total (76% members, 7% associate, 13% int’l, 4% alumni) – Size: Average 35 people per TC, (16 out of 71 TCs at or close to max membership level, 10 are below 25 members) – Turnover: Roughly 10% - High as 16% (Applied Aero), Low as 0% (Aircraft Ops, Info & C2, Legal, Mircogravity, Sensors and Info Fusion, Software, Robotics, Space Logistics) – New Member Rejections (Sorry letters): 65 out of 422 requests (15 %), 82 out of 422 accepted to other TCs (19%) PCs – Current Membership: 387 people total (82% members, 1% associate, 17% int’l), (68% are AIAA members) – Size: Average 35 people per PC, (Big as 64, Small as 13) – No New Member Data Available Awards (Across 71 TC, very few PC awards) ~40 National-level awards ~31 Best paper awards ~10 Student awards Papers ~4500 TC-papers, plus ~350 PC papers 10

AIAA Topic: TC/PC Analysis Initial Conclusions Health TC “One-third” Trend – Very Healthy (33%): TCs are highly-active supporting papers, awards and TC-unique activities – Good Health (33%): TCs are in good health and providing good support to the Institute at a moderate level – No data (33%): TCs have not submitted report in awhile or are struggling PCs: Seem to be either active or with no data on activity 13

TAC Topic: Virtual Product Innovation Initiative (VPII) TAC seeks ideas for experiments to explore innovative concepts for virtual content through the Virtual Products Innovation Initiative (VPII). The VPII has three goals: Obtain data on demographics of participants, their satisfaction with various virtual products, and feedback to enhance product value Gain experience in organizing and executing virtual products, events, and activities Explore potential new products of unproven value The Technical Committees and Program Committees (TC/PC) are invited to submit proposals for virtual experiments to achieve those goals. 17
TAC Topic: VPII Proposal Outline Concept Event type: State whether the product/event is a workshop, mini-conference, etc. Intended audience: Identify the target attendee community Strategic objective: Describe how the event supports one or more AIAA Strategic Imperatives (develop and expand our community, strengthen our existing community, deliver exceptional results). Attendee experience: Describe how attendees will register, submit content (if applicable), and interact before, during and after the event. 18
TAC Topic: VPII Proposal Outline Implementation IT resources: Describe social media and IT resources to be used. List both organizer resources and attendee minimum requirements. Assume AIAA IT resources will not be available. Work plan: Describe work to be done to organize and execute the event (e.g., a work break-down structure). Identify who will do which task. Assume AIAA staff will not be available. Data collection: Describe how attendee demographic and satisfaction data will be collected. Advertising: Describe how the target audience will be informed of the product/event. 19
TAC Topic: VPII Proposal Outline Expenses and Schedule Expenses: Provide rough cost estimate and describe basis of estimate (BoE) tied to IT resource needs and work plan. Schedule: Provide timeline of major milestones toward implementation and for providing deliverables (see Section 4) to TAC. Proposals may involve virtual delivery of known product types or completely new events, activities, or products. Known product types include workshops, courses, and pre-recorded content (e.g., pod-casts). TAC encourages exploration of new product types directed to new audiences. 20

TC Topic: General Reminders Chair-Elect For new chairs, TCs need to select a vice-chair in a timely fashion There are two accepted practices for chair-elect timelines (see TAC_P_Chairs Manual_V01) TAC_P_Chairs Manual_V01 – May need to examine “January” elections for the next AIAA year TC Chair position is for 2 years Member Responsibilities Maintain current AIAA Membership (must be an AIAA member) Recruit new TC members Submit names for AIAA awards Submit names for AIAA elected offices Propose membership upgrades Propose session papers for AIAA journals 27
TC Topic: General Reminders Technical Committee size Maximum of 50 members 35 US Members International members Associate members 34 years old or younger Alumni members Must get approval of ASG Director or Dep. Director to extend TC member beyond 3 year term Cost to AIAA when TC meeting attendance goes up – Dinner cost – Audio Visual (AV) and speaker system – Reason for limitation on number of “visitors” to TC meetings. Number of dinners per year is still limited Annual Reports and Rosters due end of January
29 TC Topic: TC Funds TAC Group Directors given annual funding for FY16 Current budget is $2600 – Must request in advance – Not for recurring costs. AIAA finances are starting to improve – Probably need another year of data before significant changes are proposed
Questions & Comments General Request Dave Riley: So I have this recommendation, that all of the TAC Directors be directed to tell their TCs to actively quiet their tables if necessary at the awards luncheon. If it is important enough for the awards to be given at the luncheon, then it is important for them to get involved to ensure that an appropriate environment is realized! Making it solely the MCs responsibility to quite the crowd is obviously not working, so we need the TC members to assist in quieting the crowd. Other topics? 30
