Some background LGIH – a subsidiary of IDeA Set up to act as an interface between local government and the private sector to deliver to core data infrastructure projects We have concentrated on geographical information through: procurement of a common set of base data and management of the creation and maintenance of core geographical information which is created by local government All this is contracted and licensed through the Mapping Services Agreement

Some questions to get started………. What’s an address? It’s not where mail is delivered….. It’s a geographic description of a place

Some questions to get started………. How many address lists do you hold in your authority? Some Unitaries stopped counting at 150

Some questions to get started………. What do you think the likely level of savings are nationally for authorities managing one corporate address list? A 2006 study by CEBR estimated a potential of over £54 million pa just in Districts and Unitaries

Addressing business needs….. “Less duplication of services and customer contact, especially through increased standardisation in data capture and use of coordinated business delivery….” Services are delivered to places…. places are the key to linking data that underpin services…. ….data on places therefore needs to be: Accurate and reliable – collected from source Consistent – captured to standards Timely – captured at the point of creation 3rd Party data does not meet local government requirements due to licence costs and costs in making it fit for purpose……

What does the national gazetteer look like? NLPG Data User NSG Data User Users include: Emergency Services NHS Bodies Central Government Projects (NLIS, CORE, Planning Portal) Gazetteer Licensees / statutory users Validation between Hubs Outward customer facing services Regular Change Only Update Regular Update Street Name (potentially USRN, Settlement Name and Street Coords) LLPG LSG New SN&N records Street Naming & Numbering Function (SN&N) USRN, Street Name, Settlement Name & Street Coords Council Application Data Council Application Data Creating Authority

NLPG Progress Centrally collated dataset for whole of England & Wales 30,000,000 + records. BS7666:2006 format Includes buildings in multiple occupancy and OWPAs 100% LAs already constantly updating from LLPGs to NLPG Hub at least monthly Mapping Services Agreement contracts authorities together under a shared service arrangement which: brings level of coercion and greater consistency to process provides resource for improved central management

So we’ve got the underlying data….. Winners from our gazetteer ‘Oscars’ are really showing benefits through integration of data based around a corporate address list…. • avoidable contact • flood risk analysis and prevention • targeting of resources to areas of social deprivation • promoting energy efficiency • mapping and monitoring borough migration • investigation of fraudulent benefit claims • CRM partnerships • crime and disorder reduction • street scene services • unifying tool for local government reorganization • national concessionary bus pass schemes • ‘Fit Britain’ • recycling and waste management • preparations for FiReControl • safeguarding wildlife and ancient monuments • management of street works • enforcement of the Environmental protection Act See www.nlpg.org.uk for case studies…….

People and Places…… Using location to link information across an authority, and between an authority and its partners, is extremely powerful for service delivery…. Linking accurate location data to demographics provides a real opportunity to analyze the impact these services are having….. and to tailor services to specific groups of people in specific places Linking this to data on the services themselves (take up etc) provides a tool for monitoring policy impact and provides intelligence for policy planning

People and Places This project links the LLPG and MOSIAC data allowing Chorley Council to build detailed profiles of communities and areas below ward level. From these profiles it is possible to highlight areas of social deprivation and disadvantaged customer groups and apply a programme of multi-agency activity tailored to meet the needs of specific groups within the Borough. People and Places

People…… Reusing procurement experience gained through the Mapping Services Agreement? Potential to purchase demographic information on behalf of the whole of Local Government? Do we need to buy it? Work underway with MoJ to match Electoral data to NLPG Extend to other internal or 3rd party data?

People and Places…… …….are at the heart of what local government does…... …….getting the underlying data right will help us deliver relevant services efficiently……. ……but it takes commitment and investment into ‘un-sexy’ data cleaning, maintenance and integration……

One last question….. …….. Do you know who your gazetteer Custodian is in your authority……????
