Action Model Steps What are the concerns in the community? How can redevelopment address the community’s concerns? What are the corresponding health benefits? What data are needed to measure change?

Step 1: What are the concerns in the community? Step 2: How can redevelopment address community concerns? Public Safety – Location, traffic, children going without parents, risks Traffic and ped safety recommendations for PBOT/ODOT. Landfill – What is the lifespan of the landfill liner? How long will it be safe to play on this land? DEQ scientists provide information on liner and landfill safety features, PH plain language, community relayed to neighbors and advised agencies to create fact sheet and signs posted at the park. Park Safety – Will explosions occur if people are smoking? No, methane collection and site monitoring prevents accumulation of methane vapors. City ordinance prevents smoking in public park space. Park Safety – Dogs at park may deter Somali community’s use of park. A fenced off-leash area containing dogs is included in park redevelopment plans. Contamination – Why are there different concerns for the community garden vs park area. Community involved in both processes for designing sampling plan, taking samples, and learning about the history of the site. Investigations and risk assessments performed based on park use. Contamination – Will public come into contact with methane, or the liner? Landfill gas is managed and contained by a methane collection system, air sampling to test this system. The liner is buried under 2 feet of soil, test soil.

Public safety improvements will prevent traffic-related accidents and decrease risks for children going without parents Existing traffic data, accident data, speed limit near park, # of intersections, # of controlled intersections, sidewalk infrastructure, pedestrian and bike access routes Contamination – Will public come into contact with methane, or the liner? Air sampling performed during Site Investigation did not show measurable levels of methane or other landfill gases in ambient air. Soil results also typical for urban environments, no elevated health risk. Enforcing “no smoking” laws at public parks per city ordinance reduces and prevents exposure to second hand smoke Existing conditions, information from local residents on use of property for smoking. Reports from security checks and volunteer foot patrol at the park. Creating an enclosed area for dog owners to recreate promotes entire community’s use of park. Survey of residents pre/post development assessing willingness to use park, with fenced dog area and documenting other related concerns. Involving residents for whom the park is being redeveloped for in the Phase I and Phase II establishes a deeper level of trust in the findings # of meetings, suggestions by residents for sampling plans, # events discussing sampling results
